Job Summary

The Advanced Markets Consultant - Retirement Services provides advanced regulatory, technical, and consultative support related to qualified retirement plans. This role researches and interprets provisions under the Internal Revenue Code (IRC), ERISA, and selected state retirement plan laws to respond to complex inquiries from internal business partners and, as appropriate, external clients. The consultant applies regulatory expertise to support business initiatives, sponsor needs, and operational alignment across Retirement Services and the broader enterprise.

Regulatory & Technical Consulting
  • Research and analyze IRC, ERISA, and selected state retirement plan laws, regulations, and guidance to provide accurate, timely consultative support.
  • Provide technical guidance on qualified retirement plans, including plan design, operational compliance, and plan documentation considerations.
  • Serve as a subject matter expert (SME) on retirement plan regulatory requirements and how internal processes support ongoing compliance.
  • Support sponsors utilizing Voya's pre-approved plan document.
  • Recommend remediation or design alternatives that balance regulatory requirements, sponsor objectives, and operational feasibility.


Communications & Education
  • Develop and deliver "just-in-time" internal communications related to legislative, regulatory, or industry developments affecting retirement plans.
  • Support internal education efforts, including business rollouts, training materials, and stakeholder briefings.
  • Partner with Marketing, as appropriate, to develop external client communications and disclosures related to regulatory changes or technical topics.


Skills & Competencies
  • Strong knowledge of retirement plan compliance, operations, and regulatory frameworks.
  • Excellent analytical, research, and problem-solving skills with the ability to assess complex scenarios independently.
  • Exceptional written and verbal communication skills, with the ability to translate technical concepts into clear, business-focused guidance.
  • Ability to manage multiple priorities and deliverables in a fast-paced, multitasking environment.
  • Strong interpersonal skills with the ability to collaborate effectively across Legal, Operations, Product, Marketing, and Service teams.


Experience
  • 5+ years of experience working with qualified retirement plans and related rules and regulations.
  • Demonstrated experience interpreting and applying IRC and ERISA requirements in operational, consultative, or compliance contexts.
  • Professional designations (e.g., CPC, QPA, QKA, ERPA, CEBS)


Preferred Knowledge & Experience:
  • Bachelor's degree or equivalent combination of education and experience.
  • Familiarity with FIS Relius pre-approved plan documents.
  • Experience supporting large or complex retirement plan sponsors.

Compensation Pay Disclosure:

Voya is committed to pay that's fair and equitable, which means comparable pay for comparable roles and responsibilities.

The below annual base salary range reflects the expected hiring range(s) for this position in the location(s) listed. In addition to base salary, Voya offers incentive opportunities (i.e., annual cash incentives, sales incentives, and/or long-term incentives) based on the role to reward the achievement of annual performance objectives. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Voya Financial is willing to pay at the time of this posting.

Actual compensation offered may vary from the posted salary range based upon the candidate's geographic location, work experience, education, licensure requirements and/or skill level and will be finalized at the time of offer. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

$79,620 - $132,720 USD
