Duties & Responsibilities

Purpose of Position:

Under the direction of the System Senior Vice President (SVP)/General Counsel, formulates Equal Employment Opportunity (EEO) policies, programs, and procedures to ensure they comply with all applicable federal, state, and local anti-discrimination laws and System's EEO Policy. Responsible for the day-to-day implementation and monitoring of the EEO Program.

Essential Duties and Responsibilities:
  1. Develops and establishes goals, objectives and time schedules targeted to recruit, select, train and promote into all job levels the most qualified individuals regardless of any protected characteristic, and provide equal employment opportunity to all employees and applicants.
  2. Develops and monitors the implementation of all EEO policies, programs, practices and procedures and ensures their compliance and success. Designs required EEO forms (e.g., EEO formal complaint forms).
  3. Establishes internal audit and reporting system; monitors, reviews and evaluates EEO programs against progress with appropriate personnel and recommends program modifications, when necessary.
  4. Monitors and conducts review of EEO plans on a regular basis and makes adjustments to the timeline and action items, if necessary.
  5. Designs and executes studies of human resources programs and practices covering all phases of human resources activity, policy and programmatic applications to ensure compliance with EEO law and plans and System EEO Policy and programs.
  6. Interprets federal, state and city guidelines relating to anti-discrimination policies and consults Central Office, EEO on methods to incorporate EEO policies, programs, and procedures into System's practices and processes.
  7. Reviews complaints of alleged discrimination, initiates and directs investigation to determine complaint validity and makes appropriate determinations; effectively collaborates with Central
    Office EEO and makes recommendations for the resolution of a complaint or necessary corrective actions.
  8. Develops and delivers trainings, conducting oversight, and administering EEO programs for the System to ensure appropriate administration and implementation of policies and programs to meet EEO guidelines and legal application.
  9. Reviews and responds to all requests for reasonable accommodation received from employees or job applicants and monitors related absences.
  10. Performs other related duties and conducts special projects, as required.


Minimum Qualifications
1. Bachelor's degree from an accredited college or university in Business or Public Administration, Human Resources or Business Management, Law, Sociology, Psychology or a related discipline; and five (5) years of progressively responsible experience in employee, community, and/or labor relations, employment law, discrimination investigations, personnel administration or other related experience; or
2. A combination of training and experience, which is equivalent to "1" above. Higher-level of education may be substituted for one (1) year of experience.

  • Must be familiar with federal, state and local EEO and anti-discrimination laws.
  • Must be able to report to various healthcare facilities throughout New York City to provide targeted, timely, and productive support for the Office of EEO, at the direction of the System's
  • Chief Employment Counsel.
  • A motivated, self-starter who adjusts readily to multiple demands, shifting priorities, and rapid change; shows versatility in handling people and situations.
  • Strong analytical and communication skills required. Adept at quickly synthesizing information to distill critical issues and formulate recommendations that consider risks, benefits and alternative perspectives.
  • Has strong people skills and is able to understand and effectively navigate within a large organizational structure.
  • Ability to work in a fast-paced health care/hospital setting.
