Summary

The incumbent serves as the Equal Employment Opportunity (EEO) Manager for the global Non-Appropriated Fund (NAF) enterprise. The incumbent provides guidance, consultative services, and technical oversight of all facets of the program to include complaints management, affirmative employment, reasonable accommodation, and training.

Duties include but not limited to:

  • Ensures the establishment and effective execution of the EEO Program in compliance with Equal Employment Opportunity Commission (EEOC) governing regulations and Department of the Navy (DON) EEO Program requirements.
  • Serves as primary advisor and subject matter expert for the NAF workforce on all aspects of the EEO program.
  • Provides direction for the NAF EEO program and monitors overall program progress; develops and updates relevant policies.
  • Recommends solutions to emulate the Model EEO Program and to further affirmative employment initiatives.
  • Maintains relationships to promote a positive climate devoid of discriminatory practices.
  • Manages the EEOC Management Directive (MD) 715 program.
  • Conducts ongoing analysis of workforce demographics and trends to establish a Model EEO Program and identify barriers to employment.
  • Prepares annual NAF submission of the MD 715 report as required by the EEOC and DON.
  • Communicates State of the Program to NAF leadership.
  • Manages and evaluates the EEO discrimination process.
  • Liaises with Regional Human Resource Offices (HRO) and Offices of General Counsel (OGC) to ensure that complaints are processed in accordance with EEOC timeframes outlined in Title 29 Code of Federal Regulations Part 1614 and MD 110 to mitigate CNIC and DON liability.
  • Maintains a communication network to ensure that the appropriate CNIC officials are updated regularly and aware of current complaint activity.
  • Provides advice, guidance, and technical assistance to HR, managers, and supervisors on complaint processing matters.
  • Works collaboratively to resolve issues, whenever feasible.
  • Provides advice and technical assistance to region HROs regarding the Disability Program, with emphasis on provision of reasonable accommodation.
  • Ensures NAF workforce awareness and compliance with tenets of the Rehabilitation Act of 1973 as amended.
  • Monitors NAF enterprise efforts for compliance with DON processing and timelines for requests.
  • Compiles and provides data for annual EEOC and DON reporting as required.
  • Coordinates with OGC as needed on reasonable accommodation matters.
  • Develops and delivers training on a variety of EEO-related topics for managers, supervisors, and employees.
  • Addresses sensitive employment issues relating to EEO.
  • Makes determinations on areas requiring focused attention and conducts and/or participates in staff assistance visits to identify and correct problem areas.
  • Supervises a staff of EEO specialists who perform a variety of functions to support the EEO program.

A qualified candidate must possess the following:

  • Five or more years of specialized EEO experience working with the Civil Rights Act of 1964 (as amended), the Age Discrimination in Employment Act of 1967, the Rehabilitation Act of 1973 (as amended) and other laws, executive orders, directives and regulations applicable to Federal Sector EEO program(s) and skill in applying them in a wide variety of situations.
  • Ability to exercise all delegated supervisory and managerial authority to the fullest extent possible with responsibility for accomplishing the designated mission.
  • Ability to supervise and direct the work of other employees, monitor performance, and assure adequate internal control procedures are developed and operative.
  • Knowledge of the concepts, principles, regulations, and policies governing Federal equal employment opportunity, including relevant judicial and administrative decisions.
  • Knowledge of the organizational structure of DON and CNIC to include functions of subordinate organizations and nature of their missions.
  • Knowledge of Federal Personnel policies and practices including administrative appeal processes and grievances, labor relations, employee relations, position classification, recruitment and selection which permits the incumbent to identify potential problems affecting EEO and to develop recommendations to correct those problems.
  • Skill in applying a wide range of program management techniques including program evaluation, program development, policy analysis, organization of personnel and resources, and negotiation of decisions with other program managers.
  • Skill in fact-finding, analysis, and problem solving.
  • Skill in oral and written communication to develop and present cogent arguments for the acceptance of controversial points of view.
