City Light & Power is seeking an experienced EPC Proposals Manager to lead the development of competitive Engineering, Procurement, and Construction (EPC) proposals for complex power and energy projects. This role is ideal for a strategic leader who understands how to bring together engineering, construction, procurement, and commercial teams to develop winning solutions.

You'll play a key role in pursuing projects involving microgrids, substations, transmission and distribution systems, battery energy storage (BESS), renewable energy integration, and federal design-build projects.
What You'll Do

Drive Winning Strategies
  • Partner with executives, business development leaders, engineers, estimators, and construction teams to develop compelling win strategies.
  • Lead proposal efforts for large-scale EPC and design-build projects.
  • Evaluate technical, commercial, contractual, and execution risks and develop mitigation strategies.
  • Own proposal schedules, reviews, production, and client interview preparation.

Develop Technical Solutions
  • Bring together inputs from electrical, civil, structural, controls, procurement, estimating, and construction teams into a cohesive project approach.
  • Translate complex engineering concepts into clear, persuasive proposal narratives.
  • Coordinate with equipment suppliers and subcontractors to integrate complete project solutions.
  • Ensure proposed designs are technically sound, constructible, and aligned with project requirements.

Shape Project Execution Plans
  • Develop execution strategies, logistics plans, procurement approaches, and high-level project schedules.
  • Work with supply chain partners to optimize sourcing strategies and identify competitive advantages.
  • Collaborate with estimating teams to align scope, cost, schedule, and execution assumptions.
  • Support technical evaluations, vendor engagement, and proposal clarifications.

Engage Clients and Stakeholders
  • Participate in customer meetings, technical reviews, and proposal presentations.
  • Help position CLP as a trusted EPC partner with deep technical expertise and proven execution capabilities.
  • Coordinate legal, contractual, regulatory, and compliance reviews throughout the proposal process.

What We're Looking For
  • Bachelor's degree in Engineering, Construction Management, or a related technical field; PE and/or PMP highly valued.
  • 8+ years of experience in the power, utility, or energy sector, including EPC proposals, capture management, preconstruction, project management, engineering, or construction leadership.
  • Proven experience supporting or winning projects involving substations, T&D infrastructure, microgrids, BESS, DERs, utility-scale renewables, or federal energy projects.
  • Strong technical writing, presentation, and communication skills.
  • Ability to translate complex technical concepts into compelling client solutions.
  • Experience working across multiple disciplines, including engineering, procurement, estimating, and construction.
  • Proficiency with Microsoft Office and project scheduling tools such as MS Project or Primavera P6.

Work Authorization/Security Clearance
  • You must be a US Citizen.
  • You will be required to obtain Military Base Access Security Clearance
  • Valid driver's license required with a record that meets the CLP Fleet Policy.

  • Salary range: $150,000-$180,000 based on experience plus eligible for participation in Short Term Incentive Plan.
