Position Summary

The EPC Project Controls Manager is responsible for integrated cost and schedule control across engineering, procurement, and construction (EPC) scopes on Fermi America's capital projects. The role owns the full project-controls lifecycle - budgeting, cost forecasting, schedule integration, earned value management, change control, and risk - and serves as the primary controls interface with EPC contractors, engineering, procurement, and finance. This is a hands-on, high-accountability role expected to set the standard for controls rigor across the program.

Key Responsibilities
• Develop, maintain, and analyze the integrated project schedule for EPC scopes, ensuring alignment between the WBS/CBS and the project schedule.
• Own the monthly cost report cycle: commitments, accruals, actuals, estimate-to-complete (ETC) and estimate-at-completion (EAC), variance analysis, and cash flow forecasting.
• Apply Earned Value Management (EVM) - CPI/SPI, performance trending, and forecasting - and translate metrics into actionable recommendations for leadership.
• Review and challenge EPC contractor progress, invoices, cost reports, and schedule updates for accuracy, completeness, and contractual compliance.
• Lead the change management process: identify, log, quantify, and status change orders, trends, and claims; assess schedule and cost impacts.
• Perform schedule analysis in Primavera P6 - critical path, float, logic, and progress validation - in coordination with the scheduling team.
• Support risk management including quantitative cost/schedule risk analysis and contingency drawdown tracking.
• Reconcile controls data across Oracle Unifier, Oracle Fusion, and P6; ensure a single source of truth for cost and schedule status.
• Prepare and present controls deliverables for internal leadership, owners, and external stakeholders.
• Mentor analysts and help mature Fermi's project-controls procedures, templates, and standards.

Requirements

Required Qualifications
• 3+ years of progressive project controls experience and 10+ years in the oil & gas industry.
• Deep expertise in cost engineering, forecasting, and Earned Value Management.
• Advanced Primavera P6 and cost-management systems (Oracle Unifier or equivalent) proficiency.
• Strong command of change management, contracts, and progress/invoice validation.
• Advanced Excel; ability to build and interrogate large controls data sets.
• Experience on combined-cycle power or large gas/thermal generation projects.
