Broughton Hospital is currently recruiting for an (EOC) Coordinator. The primary purpose of this positionis to assist and implement a coordinated hospital-wide approach to monitor the three chapters within the Joint Commission Comprehensive Accreditation Manual for Hospitals: the Environment of Care chapter, the Life Safety Chapter, and the Emergency Management chapter to ensure a safe, functional, supportive and effective environment for patients, staff members and other individuals in the hospital. In coordination with the Facility Engineering Designee(s) and the Safety Officers, this position is responsible for the timely recognition of safe service delivery/compliance issues, advising management and staff during the development of corrective action plans. This position will also provide technical knowledge of the National Fire Protection Association (N.F.P.A)., North Carolina (NC) Building Codes, NC Occupational Safety and Health Administration (OSHA), and other state and federal regulations to ensure hospital-wide compliance and assist with survey preparation activities. On-site surveys and regulatory inspections can routine or be periodically conducted by the Joint Commission, Department of Insurance (DOI), Division of Health Service Regulation (DHSR), Centers for Medicare and Medicaid Services (CMS), and NC Department of Environmental Quality (DEQ). Post survey, this position will assist with plans of corrections as they relate to fire/life safety, occupational safety, security, hazardous materials and waste, utility management, medical equipment, and emergency management. The position also supports patient safety and infection control from the physical environment and emergency management perspective. This position is crucial to the mission of the hospital in ensuring that quality care and safety is provided, identifying significant risk areas, and as necessary refining ongoing compliance efforts to assist in maintaining accreditation, certification and compliance with regulatory agencies such as CMS and The Joint Commission.
This is a full-time position and eligible for State benefits package including health insurance, paid sick/vacation/holidays, retirement, etc. The normal working hours are Monday - Friday, 8:00 a.m. - 5.:00 p.m.; however, flexibility is required for training purposes and to meet facility needs.

About Broughton Hospital:

Established in 1883, Broughton Hospital is one of three regional psychiatric hospitals with statutory responsibility for operating as a part of the Division of State Operated Healthcare Facilities within the North Carolina Department of Health and Human Services. The hospital serves the western thirty-seven counties of North Carolina as part of the state's system of care and treatment to support to North Carolinians and their families experiencing severe and persistent mental illness (SPMI). Units of service include Adult Acute, Adult Long Term, Adolescent, Geriatric, Deaf and Forensics. The hospital has capacity for more than 275 patients and employs over 1200 staff. Broughton embraces the Recovery-Oriented Care Model which emphasize recovery is grounded in respect, is holistic, culturally based, addresses trauma, and empowers individuals to lead self-directed lives.

The Knowledge, Skills and Abilities listed below, along with the Minimum Education and Experience Requirements, are REQUIRED to qualify for this position. We will not review resumes in lieu of Experience and Education listed on the application
  • Thorough knowledge of Environment of Care policies and standards as well as the ability to develop assessment tools and techniques.
  • Considerable knowledge of the principles and practices of safety, electrical, civil and mechanical engineering, hazardous waste management, life safety codes, methods and techniques of building maintenance, construction laws, codes and ordinances.
  • Working knowledge of Joint Commission, CMS and other regulatory agency standards (NC Building Codes, NFPA, DEQ, OSHA, etc.) as they relate to Environment of Care and physical plant/Facility Engineering.
  • Working knowledge of data management, analysis and interpretation as well as knowledge of statistical applications.
  • Computer skills for data entry, maintenance of databases and data presentation.

Management preference:

Graduation from a four-year college or university with a degree in Occupational Safety and Health, Safety Management, Fire and Safety Engineering Technology, Engineering, or Industrial Technology and two years' experience in the application of various standards, regulations and codes as they relate to the Hospital's Environment of Care.

Preferred certifications: Certified Fire Protection Specialist, Certified Healthcare Facility Manager, or Certified Emergency Manager.
Minimum Education and Experience Requirements

Master's degree in psychology, social work, education, health, business administration or related human service field from an appropriately accredited institution and two years of experience in professional level treatment programming for the applicable client population; or Bachelor's degree in one of the fields listed above from an appropriately accredited institution and three years of experience as indicated above; or an equivalent combination of education and experience.
