Full Job Description
Position Summary:

The Environmental Project Manager (Environmental Analyst IV) will perform professional environmental analyses and oversight, covering a broad array of topics in connection with DCAMM's mission. Assigned work primarily consists of analyses for planning, designing, construction and demolition at Commonwealth of Massachusetts properties, and advising project teams. Subject matters may include but are not limited to a wide array of environmental topics, such as contaminated sites, hazardous waste, solid waste, asbestos, hazardous building materials, underground storage tanks, air pollution, water supply and water pollution.

This position requires a motivated person that can proactively manage and complete multiple projects with varying schedules. The position will report to 1 Ashburton Place in Boston, MA but includes both office and field responsibilities. This position is eligible for a hybrid work schedule.

Detailed Statement of Responsibilities:
  • Identify, review and advise project teams about applicable state and federal statutes, regulations and policies that apply to specific projects at state facilities in the Commonwealth.
  • Review scientific reports, studies and analytical data on environmental impacts and processes associated with the planned demolition, construction or operation of state facilities.
  • Review or perform calculations related to environmental matters.
  • Write memoranda, letters and general reports concerning the environment or associated risks or issues during the planning, design or construction of projects, to provide information and/or make recommendations relating to environmental issues.
  • Inspect properties and project locations.
  • Participate in meetings with agency staff, contractors and/or interested parties on environmental issues such as air, water, soil and wetlands impacts, or public health effects.
  • Assist in determining compliance with applicable environmental laws and regulations and recommend actions, if needed.
  • Assist in educating staff on applicable statutes and regulations applicable to agency projects.
  • Oversee and/or assist in the preparation of environmental permit applications, and the process to obtain such permits or other environmental and regulatory approvals.
  • Appropriately employ available technologies and programs to track environmental data.
  • Oversee and inspect environmental consultant work, including field work.
  • Provide expertise in the collection of environmental samples and laboratory analyses, and review and provide feedback on risk analyses.
  • Review environmental consulting services proposals and contracts and if appropriate recommend changes to technical specifications.
  • Advise legal staff on environmental matters as assigned.
  • Excellent and timely communication skills. Work well independently as well as with internal and external teams, including on Teams platform, and at occasional site visits.
  • If/as assigned, oversee lower-level environmental staff and/or interns.

Preferred Qualifications:
  • Professional experience in environmental engineering, consulting, and/or environmental regulation.
  • Professional experience in environmental compliance and engineering principles and practices, including working knowledge of one or more state and federal regulatory programs that may apply to DCAMM assets and/or projects, including but not limited to:
    • Asbestos Regulations, 310 CMR 7.00 and 453 CMR 6.00.
    • Hazardous Waste Regulations, 310 CMR 30.00.
    • Solid Waste Facility Regulations 310 CMR 19.000.
    • Underground Storage Tanks, 310 CMR 80.00.
    • Air quality Regulations, 310 CMR 7.00.
    • Stormwater management.
    • Wetlands Requirements, Massachusetts Wetlands Protection Act.
    • Massachusetts Contingency Plan, and the MassDEP Waste Site Cleanup program, MGL c. 21E and 310 CMR 40.0000 .
  • Professional experience in assessing, containing, and abating building hazards including asbestos, lead paint, polychlorinated biphenyl, and microbial, among others.
  • Professional experience in developing and/or implementing environmental compliance and/or permitting programs for buildings, properties and/or regulated activities.
  • Ability to understand and apply laws, regulations, and policies concerning the environment in connection with the protection of human health and the environment.
  • Ability to manage projects individually, as well as work as part of a team.
  • Strong organizational, planning, and project management skills.
  • Ability to communicate technical issues to other staff and the public.
  • Working knowledge of due diligence process, including Environmental Site Assessments and applicable ASTM Standards.
  • Proficiency in Microsoft Office Suite: MS Word, MS Excel, MS Outlook, and other software.
  • Excellent written and oral communication skills.
  • Possession of a valid and current Massachusetts Driver's License or its equivalent.

Qualifications:

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
