Responsibilities

Engineering Consulting Services (ECS) is seeking an experienced Environmental Project Manager to join our Environmental team in Pennsylvania. This position will be expected to sit in our York or Mechanicsburg, PA offices.

This role will support our Due Diligence and Assessment & Remediation services - ideal for an environmental professional ready to take full ownership of diverse projects, develop client relationships, and deliver high-quality work within a 100% employee-owned firm.

Key Responsibilities

Project Management & Delivery
  • Manage multiple environmental projects simultaneously across both Due Diligence and Assessment & Remediation service lines
  • Prepare and oversee proposals, change orders, and invoices; manage project budgets and assist with collection efforts
  • Develop site work plans including sample/boring locations, equipment needs, safety requirements, and subcontractor logistics aligned with client goals
  • Ensure all work complies with federal, state, and local environmental regulations
  • Perform peer review of deliverables prepared by junior staff prior to senior and principal review
  • Independently prepare and author environmental reports, analyses, and recommendations
  • Manage client relationships and engage in business development to win new clients and projects

Due Diligence
  • Conduct or manage Phase I & II ESAs including site reconnaissance, file review, sampling, and report preparation
  • Initiate project setup and scheduling, communicate project progression and findings with project Principal, and manage full project closeout

Assessment & Remediation
  • Manage UST and AST assessments, ensuring properly licensed individuals perform the work in accordance with ECS safety protocols
  • Lead remedial investigations and feasibility studies
  • Support brownfields site assessment and remediation projects
  • Assist with water well installation and testing
  • Conduct hydrogeological assessments
  • Train junior staff on soil and groundwater assessments, hydrogeologic investigations, and vapor intrusion evaluations and mitigation

Team Development
  • Actively mentoring junior staff and support overall team development
  • Collaborate with senior managers on staffing and project assignments

Qualifications

Required Qualifications
  • Bachelor's or Master's degree in Environmental Engineering, Environmental Science, Geology, or a related degree
  • Minimum 5 years of related environmental consulting experience
  • Professional Geologist (PG), Professional Engineer (PE), or other relevant licensure is preferred
  • Must be able to lift a minimum of 40 pounds on occasion and walk on uneven ground through various terrains
  • If driving for, or on behalf of, any ECS subsidiary, a valid driver's license is required

Skills and Abilities
  • Good knowledge of environmental principles and applications
  • Good knowledge of permitting processes, environmental regulations, and environmental investigation methods
  • Good ability to manage and develop new clients. Seek out opportunities to develop relationships with clients.
  • Experience independently managing multiple projects simultaneously
