Your role and responsibilities
IBM Global Real Estate is seeking an experienced environmental program manager with strong regulatory and compliance expertise. In this role, you will use your technical skills to effectively manage environmental programs including air, hazardous waste, chemical bulk storage, petroleum bulk storage, and water discharge (SPDES). This role is based on-site in Poughkeepsie, NY and will directly support compliance with IBM corporate environmental programs as well as local, state, and federal environmental regulations.
In this role, you will work closely with the Poughkeepsie site operations, facility engineering, and design and construction teams in support of critical site programs and high-profile, business critical projects. You will also collaborate with external regulators to develop work plans and compliance strategies for air, chemical, and hazardous waste programs to best support business needs. You will lead environmental reporting and inspections with New York state (NYDEC) and federal environmental regulators and interact with agencies in support of facilities operations and assess and plan for emerging regulatory requirements.

- Serves as key point of contact for environmental compliance and permitting programs listed above across the IBM Global Real Estate portfolio
- Ensure compliance with applicable environmental laws, regulations, permits, and internal IBM environmental policies
- Lead all aspects of permitting and reporting including working directly with regulatory agencies (NYSDEC, EPA and Army Corp of Engineering) during inspections
- Manage all internal and external audits of relevant environmental programs
- Provide oversight and expertise on all aspects of air, water, chemical, and petroleum programs across the IBM Real Estate Portfolio
- Oversee Hudson River Water Withdrawal Projects and manage interactions with the US Army Corp and Engineers to develop mitigation options and required permitting
- Meet stakeholder needs while maintaining detailed systems processes and environmental records
- Proactively identify operational challenges and collaborate and communicate effectively with internal business teams to develop solutions.
Preferred technical and professional experience
- Degree in chemical, mechanical or environmental engineering
- 3+ years of experience in environmental compliance and working with regulatory organizations.
- Experience in air emissions program management including air emissions inventory, Title V/Air State Facility permits/Air Facility registration, NESHAP, NSPS, and refrigerant management
- Experience in chemical and petroleum program management including chemical and petroleum bulk storage, spill prevention, control and countermeasure, AST/UST and MOSF state and federal regulations
- Strong strategic thinking, data analysis, and project management skills; able to manage multiple priorities and provide sound recommendations to senior leadership
- Experience interpreting laboratory results and ensuring the quality and accuracy of reportable data
- Excellent written and oral communication and stakeholder engagement skills, with the ability to work across diverse internal and external teams
- Highly collaborative, adaptable, and willing to support broader sustainability initiatives aligned with IBM's mission to innovate using advanced technologies

The compensation range and benefits for this position are based on a full-time schedule for a full calendar year. The salary will vary depending on your job-related skills, experience and location. Pay increment and frequency of pay will be in accordance with employment classification and applicable laws. For part time roles, your compensation and benefits will be adjusted to reflect your hours. Benefits may be pro-rated for those who start working during the calendar year.
