Position SummaryBB&E is seeking a dynamic and detail-oriented
Environmental Program Manager for on-site support to provide the planning, coordination, technical direction, and surveillance of the program team located in Cleveland, Ohio, with a secondary facility in Sandusky, Ohio. The on-site program manager must have at
least 3 years' Environmental Program Management Experience, including indirect services procurement (i.e. management of subcontracts); be a subject matter expert in at least one compliance media (e.g. water, air, tanks, waste); and have multi-media environmental experience with federal and state regulatory compliance and in risk assessments.Job Duties & Responsibilities- Ensure environmental technical expertise and support services are obtained, directed, and managed successfully to complete the PWS and prepare all deliverables and Contract Data List Requirements (CDRLs) for Environmental Compliance program at NASA Glenn Research Center
- Manage all project elements including NESS staff, internal project teams, multiple subcontractors, vendors, and relationships with NASA and regulatory personnel in accordance with PWS requirements and BB&E standard operating procedures.
- Organize and execute project work including the appropriate delegation.
- Lead project teams in a focused collaborative effort through successful execution of project requirements. Demonstrate subject matter expert skill sets to support private and government sectors.
- Lead, mentor, and train junior staff, provide direction, vision, and strategy for the company and the project.
- Provide overall management and administrative functions to ensure that the team are available, and resources allocated and that the PWS tasks and deliverables meet performance requirements. The Team Lead shall ensure that all labor, services, and materials necessary for program management, business management and associated services to meet the PWS are successfully delivered.
- Process the payments of Permits/Fees related to the work on this contract.
- Utilize NASA furnished databases or other NASA-authorized software.
- Notify, document, and obtain concurrence of the Contracting Officer's Representative (COR) and approval of the Contracting Officer (CO) for all deviations, waivers and non-compliance to the requirements specified in this PWS.
- Maintain a comprehensive Safety and Health Plan.
- Complete and deliver a monthly technical report covering all CLINs on the contract no later than five business days after the end of the month.
- Track and report all workplace-related injuries, property damage, and near misses. Aggregate for all contract personnel and submit a Contractor Monthly Accident Report

- Must be able to communicate clearly, both written and orally.
- Must be able to effectively read and interpret information, present numerical data and skillfully gather and analyze information.
- Must be able to prioritize assignments to use time efficiently.
- Must be dependable, able to follow instructions, and be responsive to management direction.
- Knowledge and experience of Federal Environmental laws and regulations.
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences.
- Software: Proficiency using MS Office software including Excel, Word, and PowerPoint is required.
- Self-Starter: Highly motivated, with the ability to solve problems and function as a member of a team.
Experience & Education- Experience: A minimum of at least three (3) years' management experience in Environmental Program Management Experience, including indirect services procurement (i.e. management of subcontracts); be a subject matter expert in at least one compliance media (e.g. water, air, tanks, waste); and have multi-media environmental experience with federal and state regulatory compliance and in risk assessments is required.
- Education: A Bachelor of Science (BS) degree or higher in environmental science/engineering in a related field is required, and a Master's Degree is desirable.
Physical Requirements- Must be able to walk, sit, and/or stand for extended periods for multiple days/weeks
Working conditions:- Able to work both indoors/outdoor (with exposure to the elements)
- Able to walk/climb/knee/crouch and reach
- Able to work on rough terrain when necessary
- Able to work in confined spaces and/or heights
- Able to wear the required PPE, minimally wear gloves, a hard hat, a respirator, and steel-toe boots that may be in combination with protective clothing/suits, a respirator, and/or a fall restraint/recovery harness
