ABOUT THE POSITIONThe City of Gilroy is seeking a qualified professional to serve as an
Environmental Programs Analyst. This is a full-time journey-level, exempt position that performs independent, professional-level analytical and program management work in support of the City's environmental compliance and sustainability initiatives. Under the general direction of the Environmental Programs Manager, the Analyst manages a variety of environmental programs, projects, budgets, research, regulatory reporting, and administrative assignments requiring sound judgment, strong analytical skills, and a thorough understanding of applicable laws, regulations, policies, and procedures.
Primary responsibilities include administering and ensuring compliance with SB 1383 Organics Recycling requirements, the Statewide Trash Amendments, and the Municipal Separate Storm Sewer System (MS4) Permit. The position conducts field inspections, monitors regulatory compliance, maintains program data, prepares technical reports, coordinates with regulatory agencies, contractors, consultants, and the public, and supports community outreach and education efforts. The Analyst also researches and evaluates environmental issues, develops recommendations and policies, coordinates projects across City departments, and monitors changes in environmental regulations. Depending on operational needs, the position may supervise full-time and part-time employees, interns, volunteers, and consultant.

FIRST YEAR PROJECTS AND IMPACT:- Support and help implement the City's Track 2 program under the statewide trash provisions, including coordination, documentation, and compliance tracking.
- Lead or support development of standardized cost reporting for the MS4 program to improve budgeting, reporting consistency, and program transparency.
- Assist with implementation and ongoing compliance efforts related to SB 1383, including coordination with internal staff, haulers, and external partners as needed.
- Represent the City on the Recycling and Waste Reduction TAC and strengthen the intern program through oversight, training, and workflow development.
REQUIREMENTS, TRAINING, EXPERIENCE AND QUALIFICATIONS:- Bachelor's Degree from an accredited college or university with major course work in Environmental Engineering, Environmental Science, Environmental Planning, Public Administration, or a closely related field as deemed acceptable by the City. Master's degree from an accredited college or university is highly desirable.
- Five (5) years of progressively responsible professional analytical or administrative experience in sustainability, environmental programs, or a closely related field, including at least two (2) years at the journey level with supervisory/lead responsibility. Experience in a public agency and additional directly related professional experience are highly desirable.
- Strong experience in utilization of computers including word-processing, spreadsheet, database, presentation (PowerPoint or Prezi) and e-mail communication applications.
- Possess and maintain a valid California Driver License and a safe driving record necessary to operate assigned vehicle(s).
- May be subject to work evenings and weekends when participating in community events or attending meetings.
- Willingness to continue education and training by learning new skills as changes occur. Expand skills by taking additional courses and attending seminars, workshops, and individual study.
- Pass an employment background check to include a Department of Justice criminal record check.
- Pass a post-office medical evaluation and drug screen.
- Prefer non-tobacco user.
- Bilingual English/Spanish desired but not required.

COMPENSATION, BENEFITS, AND ADDITIONAL INFORMATIONPersons appointed to this position on a full-time basis will receive the following benefits:Health Allowance and Flexible Benefits PlanDepending upon the number of dependents the health allowance ranges from $939.36 to $2,480.68 per month for core health benefits. Subject to specific rules, a cash back program is also available with proof of other medical coverage. City employees participate in the PERS Health Program, and may choose their medical coverage from a variety of providers. The City's flexible benefits plan includes medical and dental coverage as core benefits. A range of optional benefits including vision care and medical and dependent care accounts are also available. A term life insurance policy equal to annual salary, long-term disability plan, and an employee assistance plan are provided at City expense.
Other BenefitsThe City currently offers the PERS 2.5% at 55 pension plan for "classic" members and 2% at 62 for "new" members. Currently, the City pays the full employer portion of the retirement contribution for "classic" members and 50% of the total normal cost for "new" members. The "classic" member contribution of 8% is a pre-tax payroll deduction; "new" members shall pay 50% of the total normal cost as set by CalPERS.
Anyone hired on or after January 1, 2013 will be subject to the applicable provisions, retirement formulas, and plan benefits/restrictions associated with the Public Employees' Pension Reform Act of 2013.Vacation, Sick Leave, HolidaysAnnual vacation ranges from two to four weeks per year, based on years of service with the City of Gilroy. Employees accrue eight hours of sick leave each month. Employees receive 44 hours of personal leave time and 56 hours of administrative leave time in July of each fiscal year which must be used during the fiscal year (pro-rating in year of hire/separation). The City observes 10 paid holidays each year.
Medicare/Social Security Employees participate in Medicare (1.45% for both the employer and employee) as this is a mandated federal program. City of Gilroy does not participate in Social Security.
PayrollAll City employees are paid monthly, on the first business day of each month for the prior calendar month via direct deposit.
Representation Persons appointed to this position are covered by the Gilroy Management Association (GMA) Memorandum of Understanding.
