We are seeking an Environmental Permit & Planning Professional to join the Environmental Permitting and Planning (EP&P) Team in the Allentown, PA; Pittsburgh, PA; or Mechanicsburg, PA area.
The successful candidate should be a self-starter who can perform wetland and other natural resources surveys. This candidate should be confident with Clean Water Act Section 404 and 401 permitting – specific state level experience in Pennsylvania, Ohio, or West Virginia is a plus. This position requires strong collaboration and communication skills, task management, marketing/proposal preparation skills, and a level of competency with direct client and regulatory agent engagement. Experience mentoring and guiding junior staff is a plus.
This position may be based out of our Allentown, PA; Pittsburgh, PA; or Mechanicsburg, PA locations and includes an option for a hybrid schedule/remote work. This position will require limited travel for fieldwork activities.

The ideal candidate should possess:
- Strong wetland/waterway delineation skills- Professional Wetland Delineator and/or PWS certification a plus.
- Robust federal regulatory agency expertise,- Secondary experience with Mid-Atlantic states is a plus.
- Experience with wetland, waterway, and groundwater monitoring;
- GIS experience a plus.
- Independent thinking skills, the ability to self-start, able to work independently when needed;
- Effective communication skills.
- Excellent teamwork and leadership skills.
- Strong technical writing and QA/QC skills.
- Ability to effectively engage directly with staff and leadership.
- Established record guiding projects through state and federal environmental permitting, including all steps of design, submittal, and regulatory interface associated with:
- Section 401/404 of the Clean Water Act (CWA).
- Nationwide Permits, State Programmatic General Permits, Joint Permit Applications, Individual Permits.
- State Water Quality Certifications.
- State/local wetlands and waterways, township, and floodplain regulations.
- Permittee Responsible Stream and Wetland Mitigation.
- Pennsylvania Chapter 102 National Pollutant Discharge Elimination System (NPDES) permit experience is a plus.
- National Environmental Policy Act (NEPA) experience is a plus.
- Ability to effectively prepare permitting documents and reports.
- Experience conducting Phase I Environmental Site Assessments is a plus.
All candidates require:
- Bachelor of Science (BS) in Environmental, Biological, or Ecological Science, Environmental Policy, or a related field.
- 6-10 years of experience in environmental consulting, and/or regulatory agency employment in the region.
- Prior experience working and coordinating with federal, state, and local regulatory agencies.
