Job DutiesThe Office of Environmental Health Services (OEHS) is seeking a qualified candidate to manages the Division of Data Management and Process Improvement (DMPI) to
develop insights on environmental health program(s) and needs through data
management, analysis, and visualization to generate actionable information to help
protect the health and promote the wellbeing of all persons in Virginia. Responsible
for administrative and management of Office of Environmental Health Services
(OEHS) databases: Environmental Health Database (EHD), Shellfish Growing Area
database (SeaGrAS), and Beach Monitoring database (BMAN). This includes
oversight of third-party contracts, configuring and administering changes based on
regulatory updates, and management of system bug reporting and testing. Compiles
data reporting and creates data visualizations for OEHS, health districts, and external
stakeholders. Leads OEHS process improvement through data-driven strategies, such
as job aids, enhanced tools, and other collaborative efforts. Will formalize and,
document data processes. Assist in development of OEHS programmatic and
strategic metrics in collaboration with the Office Director, other Division Directors,
and local health department staff to facilitate environmental health programs. Duties
include development of materials, presentations to public and technical audiences,
support to other VDH offices, and development of program tools, training, and
integration of OEHS databases.
This position works across all Division within the Office of Environmental Health
Services and with local health departments to ensure environmental health data
systems are effective at meeting agnecy needs. This role leads VDH in providing
internal and external data systems that make VDH a trusted source for
environmental public health information, and helps to inform data-driven decisions
to improve environmental public health in the Commonwealth.
Minimum Qualifications1. .Knowledge of environmental health informatics and data management
techniques and quality assurance.
2. .Proficiency in SQL, R, Python, and similar data extraction and data
analysis tools.
3. Proficiency in ArcGIS, Tableau and similar data visualization tools.
4. Strong understanding of data governance and security standards for
Virginia state agencies.
5. Requires strong organizational, program management, planning and
research skills.
6. Must possess strong communication skills, ability to communicate
ideas and lead a diverse database development and management group.
7. Requires ability to communicate and collaborate effectively with
colleagues, management and other officials, both orally and in writing.
8. .Ability to problem solve and make sound decisions.
10. Ability to determine and use appropriate data management approaches and
research methods.
