Full Job Description
Description:

Under the supervision of the Section Chief, the Environmental Analyst IV will act as Branch Chief for the Emergency Response section in the Bureau of Waste Site Cleanup and will supervise and manage direct and indirect staff for 2-hour and 72- hour release notifications for the public or privately funded cleanups; assist in preparation of enforcement actions, policies and program development. The work will include: performing and coordinating emergency response actions; technical and administrative review of 2-hour and 72 hour notification submittals; remediation proposals and actions needed by other DEP programs; attending/conducting technical or public meetings with responsible parties, federal and state agencies and departments; overseeing field work by responsible parties of state contractors; meeting time lines, assuring compliance with applicable state and federal laws/regulations; provide technical support and training to professional staff; and perform other related duties as required.

Key Responsibilities:
  • Respond to release notifications, ensure appropriate actions are taken at time-critical releases to minimize environmental impacts and protect public health, maintain level of response readiness, and follow required Standard Operating Procedures (SOPs) and briefing procedures.
  • Supervise and manage the Emergency Response Branch notification, emergency response and risk reduction activities including logging release notifications; approving Immediate Response Actions; issuing correspondence; reviewing plans and reports; tracking and maintaining IRA compliance; conducting compliance and enforcement activities; and coordinate/implement Emergency Response related Federal and State agency removal action activities as needed.
  • Participate in 24/7 ER On-Call rotations, providing direct oversight and supervision of MassDEP contractors during ER incidents and giving MassDEP approvals. Complete required training deemed necessary for MassDEP emergency responder staff.
  • Initiate Emergency Response unit enforcement efforts to enhance compliance with 21E/MCP and meet program goals consistent with the Department's ERG, regional goals and supportive of the Massachusetts Contingency Plan. Track enforcement cases to ensure return to compliance or follow up enforcement as needed.
  • Assist Section Chief in maintaining awareness of statewide program requirements and participation in internal regional and statewide training and exercises as well as participating in external training, planning and outreach opportunities to support overall Emergency Response goals.
  • Assist the Section Chief in maintaining operation capacity of the regional Emergency Response Program Through effective leadership, efficient management, and professional growth. Provide supervision, direction and training of staff of lower grade including work assignments and performance evaluation.


Preferred Qualifications:
  • Proven leadership abilities and supervisory experience.
  • Professional work experience with and significant knowledge of M.G.L. c. 21E, the Massachusetts Contingency Plan
  • Extensive experience in responding to releases of oil and hazardous materials to the environment
  • Current OSHA HAZWOPER certifications for General Site Worker (40 hours) and Hazardous Material Technician (24 hours)
  • Training through ICS-400 under the National Incident Management System (NIMS)
  • Professional experience in environmental sciences as it relates to time-critical assessment and remediation of oil/hazardous materials releases and disposal sites
  • Professional experience in environmental sciences as it relates to the assessment and remediation of oil/hazardous materials disposal sites.
  • Experience working in an incident command system with public safety officials
  • Demonstrated ability to make sound judgments and decisions within a large, multi-bureau department.
  • Excellent interpersonal skills, with the ability to clearly explain complex regulations and technical information.
  • Experience working effectively with outside stakeholders and regulated entities.
  • Advanced problem-solving, negotiation, and mediation skills.
  • Ability to rapidly adjust priorities to meet evolving program requirements.
  • Experience in setting and achieving goals, holding staff accountable, and fostering professional growth.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
