Job Duties

VITA's Enterprise Sourcing team within Supply Chain Management is seeking an Enterprise Sourcing Specialist (ESS) to be responsible for the sourcing and execution of Enterprise and infrastructure sourcing and contracts for IT solutions, goods, and services.

This position facilitates the process of evaluating, negotiating and selecting solutions that provide the best value to the Commonwealth and align with the Virginia Public Procurement Act (VPPA).

This includes leading cross-functional VITA teams of diverse business-related professions (security, commercial contract managers, VITA service owners, financial analysts) that may include VITA Customers (Commonwealth Executive Branch Agencies, and all other public bodies) and stakeholders in the development of requests for information (RFI) and requests for proposal (RFP) documents, leading teams in evaluating supplier responses and proposals, negotiating complex contracts with suppliers and executing contract awards.

This position may serve on cross-functional sourcing/operational teams to support the development of IT infrastructure sourcing strategy and will provide guidance to the teams by conducting and utilizing proactive market research, data/trend analysis, and research/planning in support of sourcing strategies.

This position will work with other Enterprise Sourcing team members on a regular basis, including other sourcing professionals as well as financial/data focused groups to enhance automation and continual process improvement.

This position assists VITA Customers in identifying how to solve IT business problems, while simultaneously participating in SCM governance/oversight activities of Executive Branch agencies as a part of SCM's role as IT procurement authority for the Commonwealth.

Assists in the development and presentation of customer-facing training content in support of SCM's IT procurement training.

Minimum Qualifications

Considerable IT Procurement experience.

Extensive experience working with internal and external stakeholders.

Considerable experience executing request for proposals (RFPs).

Considerable demonstrated experience of contract development.

Extensive experience in analyzing and negotiating complex high-value contracts.

Considerable ability to interpret state or federal procurement law and policies.

Extensive work-related experience leading cross-functional project teams, composed of both internal/external stakeholders and staff at all organizational levels and experience levels, through facilitation and coordination rather than direct supervisory authority.

Experience in strategic planning and execution of a sourcing, procurement, acquisitions, and/or purchasing plan.

Additional Considerations

Experience in business, information systems, compliance, legal, or related field preferred.

State or local Virginia State Agency complex high dollar competitive negotiations and other complex procurement experience.

Virginia Contracting Officer (VCO) certification from the Virginia Institute of Procurement (VIP).
