Enterprise Contracts & Procurement Specialist 3

Monday - Friday | 8AM - 5PM | HYBRID
NOTE:
This position is eligible for full time remote/telework within Washington State. It will support two locations in person: Department of Corrections Headquarters, and 1500 Jefferson Building. About the Opportunity:
The Enterprise Contracts & Procurement Specialist 3 independently performs a variety of complex contract administration duties (Design-Bid-Build, GC/CM, JOC, Design Build and A/E agreements) as the Lead Contracts Specialist for DES's core capital program and DOC/DSHS programs. This role ensures that the negotiated consultant fees are within OFM guidelines or are authorized through proper channels and advises the project manager of any contract compliance issues. You will also provide initial review and evaluate bid documents for consistency with agency policy, and alerts project manager, and/or A/E to insert recommended modifications prior to bidding.

This position supervises FTE's and provides training/oversight and advises other Contracts Specialists on the team, in contracting processes. The incumbent provides guidance and mentoring to staff in a variety of complex contract administration duties in-person and virtually. Other responsibilities include providing clear communication, technical assistance and advises consultants, contractors and client agency staff on public works contracting practices and procedures. You will work closely with ETS staff to improve current or add new functionality to software if need arises.

Duties
Some of what you'll enjoy doing includes:
  • Independently managing complex public works contract administration for Facility Professional Services (FPS) programs using multiple procurement methods, including Design-Bid-Build, GC/CM, Design-Build, Job Order Contracting, and statewide Small Works Rosters.
  • Preparing and administering complex agreements, amendments, construction contracts, change orders, and interagency agreements for projects totaling $50-$75 million biannually.
  • Leading competitive public procurement processes through the Euna online bidding platform, including bid postings, addenda, bid evaluations, bidder communications, and contract award documentation in compliance with RCWs and state procurement requirements.
  • Developing and managing statewide contracting rosters and solicitations for consultants, small works, energy performance contracts, and job order contracting used by public agencies throughout Washington State.
  • Providing consultation and recommendations to management, project teams, and public agencies regarding procurement methods, contracting compliance, risk mitigation, and public works procedures.
  • Reviewing procurement and contract documents for compliance with agency policies, state laws, licensing requirements, federal debarment regulations, and OFM guidelines.
  • Supporting the development and implementation of statewide contracting policies, procedures, templates, forms, and process improvements to enhance consistency, compliance, and operational efficiency.
  • Serving as a subject matter expert and primary support resource for the online bidding portal, including stakeholder training, technical assistance, system maintenance, and process guidance for contractors, consultants, and agency staff statewide.
  • Maintaining contract records and administering lien and retainage processes in coordination with project teams and the Attorney General's Office in accordance with applicable RCWs.
  • Providing high-level analysis, communication, and customer service support to internal and external stakeholders regarding procurement processes, contracting procedures, training materials, website updates, and program documentation.

Qualifications
Required Qualifications:
  • Seven (7) years of experience with preparing and administering government construction contracts, construction contract management, contract cost or price analysis or contract compliance administration.
  • NOTE: *Related education that may substituted year-for-year for required experience, includes a major study in business administration, public administration, business law or closely related field.

The most successful candidates must possess the following competencies:

  • Interpret and apply established public works contracting policies and practices and draw logical conclusions on the applicability of the policies and practices.
  • Address communication needs and write effectively.
  • Work collaboratively with assigned project managers, project teams and external work groups.

  • Methods and means of consulting and construction contract administration, including alternate public works procurement and delivery methods.

  • Management of project documentation, including project management, design and construction records and other supporting materials.
