This position with OA/ITSD will provide technical/application support and direction of an extremely complex infrastructure supporting the Department of Revenue (DOR). The successful candidate for this position will conduct assessments of current and future application solutions and technologies, hardware, systems and processes utilized within OA-ITSD-DOR portfolio. He or she must exhibit effective skills-based governance through executive level advisement on key decisions impacting choices on both immediate and long-term technical decisions for OA-ITSD-DOR.
He or she must promote a collaborative partnership and disseminate information regarding ITSD-DOR's systems. The systems incorporate both standard and non-standard technologies within the OA-ITSD support suite. He or she will be tasked to drive for sustainability of the infrastructure and provide resolutions for problem situations or to circumvent potential problems by understanding the breadth of impact of choices made and when issues must be escalated to executive management.

This position is with the Office of Administration, Information Technology Services Division (OA-ITSD) supporting the Department of Revenue.

Responsibilities - What you'll do

  • Evaluate and assess emerging technologies to determine their feasibility, business value, and alignment with future IT strategies.
  • Develop integrated architectural plans of moderate-to-high complexity that require the seamless alignment of multiple technologies and IT functional areas.
  • Define and recommend technical standards across multiple IT functions to ensure system interoperability and long-term scalability.
  • Influence high-level decision-making regarding multi-platform, integrated IT systems and present clear, concise technical roadmaps to stakeholders and business partners.
  • Serve as an expert resource on critical statewide technology initiatives and modernization projects.
  • Oversee complex applications architectures, managing both a portfolio of small applications and large-scale integrated systems.
  • Enforce application security and quality standards, taking accountability for security validation, vulnerability scanning, and secure implementation practices.
  • Solve highly complex technical problems that require deep analytical evaluation of system interactions, data flows, and environmental factors.
  • Provide expert-level technical support and troubleshooting guidance within specialized architectural disciplines.
  • Serve as the hands-on project lead, directing the design, development, and deployment phases of team initiatives.
  • Provide technical direction and mentorship to lower-level team members, fostering skill development and ensuring alignment with architectural standards.
  • Coordinate resources and tasks to ensure projects are delivered on time, within scope, and aligned with agency objectives.

  • Ability to analyze project impacts, mitigate risks, and recommend strategic courses of action to agency leadership.
  • Superb consensus-building skills, with a demonstrated ability to identify complex issues, explore alternative paths, and facilitate collaborative resolutions among diverse stakeholders.
  • Deep understanding of enterprise systems integration, including the relationships, dependencies, and interactions among diverse software applications and platforms.
  • Hands-on experience with modern Cloud technologies (e.g., Azure, AWS) and cloud-native architecture patterns.
  • Strong conceptual understanding of computer logic, hardware configurations, networking protocols, and modern operating systems.
  • Proficiency in .NET programming languages (such as C#) and scripting tools (Bash, PowerShell, etc.).
  • Familiarity with enterprise development environments, including Visual Studio, VS Code, and DevOps orchestration platforms such as Azure DevOps.
  • Commitment to secure coding practices, including experience with application security scanning and vulnerability management tools like Veracode.
  • A keen interest in emerging technology and the ability to explore, learn, and evaluate Artificial Intelligence (AI) tools for enterprise application.
  • Exceptional written and verbal communication skills, with a proven ability to translate complex technical concepts into clear, concise, and business-friendly information for staff, management, and external agency personnel.
  • Exceptional analytical and critical-thinking skills, with the agility to multi-task, solve complex problems, and deliver innovative, logical solutions under tight deadlines.
  • Continuous learning mindset, with a demonstrated capacity to quickly self-train on new technologies and administrative tools.
