THE POSITION:The Alameda County Water District located in Fremont is recruiting for an Engineering Technician I/II in the Water Production Division. This position under general supervision, performs routine to difficult mapping and technical engineering work in field sampling/surveying, inspection, and office engineering functions; utilizes a variety of technical engineering software applications including the GIS (Geographic Information System), LIMS (Laboratory Information Management System), SQL reports, and facility and distribution system SCADA (Supervisory Control and Data Acquisition) software to prepare reports and create and update charts and maps for operational or water quality related purposes in support of regulatory programs and reporting. This position reviews data, collects and analyzes samples and assists with water quality program administration, prepares project documentation, responds to customer inquiries, researches, develops and presents reports and prepares routine correspondence on water quality related subjects, and assists with treatment and distribution facility performance testing.
Examples of DutiesEngineering Technician I is the entry-level class in the Engineering Technician series. Under close to general supervision, within a framework of established policies and procedures, incumbents learn and perform routine engineering technical assignments. As experience and proficiency are gained, assignments become more varied and complex. Assignments are given in specific terms and are subject to review by the assigned Supervisor or Manager while in progress and upon completion, except where tasks are well defined by established standards, policies, and procedures. There is limited latitude for independent judgment. Opportunities exist for learning the use of specialized equipment and developing various engineering technical skills
Engineering Technician IIis theintermediate level classification within the Engineering Technician series. Under general and periodic supervision within a framework of established policies and procedures, incumbents independently perform difficult technical engineering assignments with responsibility for several concurrent projects, or for an ongoing assignment requiring independent action and/or with significant impact on District relationships with the public and/or other governmental organizations. Assignments are generally reviewed while work is progressing. Initiative and good judgment are required.
SALARY: The annual salary range for Engineering Technician I is $98,477.60 - $119,699.84, plus excellent benefits.
The annual salary range for the Engineering Technician II $115,856.00 - $140,822.24, plus excellent benefits.
Typical QualificationsEducation and Experience - Candidates must possess an Associate Degree or equivalent in engineering or closely related field; and
Engineering Technician I: No work experience is required.
Engineering Technician II: Two (2) years of technical experience equivalent to an Engineering Technician I with the District.
Additional Requirements: Must possess a valid California driver's license and have a satisfactory driving record.
Working Knowledge of: engineering mathematics including trigonometry; drafting principles, practices, techniques and equipment; engineering surveying principles and equipment; office methods and procedures, including recordkeeping and filing; software applications related to work assignments; detailing practices and standard presentation formats; and applicable codes, guidelines and regulations.
Skill and Ability to: work on projects alone or cooperatively with others; set priorities and coordinate several concurrent projects under time pressures and deadlines; perform routine to difficult mathematical calculations with speed and accuracy; use drafting materials, tools and techniques to complete assignments; prepare neat, accurate and legible drawings; letter neatly and clearly and take accurate and legible notes; read and interpret plans, specifications, maps, legal property descriptions, construction drawings and related engineering documents; learn and effectively use a variety of technical software applications including SCADA (Supervisory Control and Data Acquisition) systems and GIS (Geographic Information System); effectively use a computer, calculator and other standard office equipment; communicate effectively both orally and in writing; maintain detailed, complete and accurate records; establish and maintain effective working relationships with those contacted in the course of work; and perform the essential functions of the job without causing harm to self or others.
Working Conditions/Physical Requirements: The essential functions of the job require the ability to: sit for extended periods of time when performing office tasks; finger dexterity to operate a computer; and speak and hear in person and on the phone. Field activities require the ability to: work outdoors on a year-round basis under a variety of climatic and geographic conditions in an environment with exposure to loud noise, chemicals, fumes and other environmental substances; traverse uneven terrain; stand for long periods of time; bend, squat and/or climb; grasp, hold and reach; work long or unusual hours as situations demand; and frequently lift, carry and/or maneuver objects weighing up to 55 pounds and occasionally up to 90 pounds.
The essential functions of these classifications require driving due to the need for frequent travel to water treatment plants, pump stations, reservoirs, field sites, meetings, and/or other agency facilities; transportation of time-sensitive/confidential materials, equipment, or water samples; and/or the ability to respond to emergencies, and service disruptions. Alternative transportation is not suitable due to security concerns, logistical challenges, and critical response time requirements.

- Candidates passing the qualifications appraisal process will be ranked on an employment list for further consideration. Top-ranking candidates will be invited to a personal interview with the hiring Supervisor.
- Employment offers are normally made following conduct of reference checks and are always contingent upon successful completion of a pre-employment physical exam, and security background checks. Health Insurance: Coverage is provided through the PERS Health program. Under the Cafeteria Plan, employees will receive a flex dollar allowance to purchase healthcare coverage, and qualifying voluntary products. The employee medical deductions shall not occur in the paycheck in which Union dues are withdrawn.
Dental and Vision: Coverage for the employee and eligible dependents is fully paid by the District.
Retirement: California Public Employees Retirement System (CalPERS) benefit depends on whether the employee is a "new" member or "classic" member under state law.
Classic member: Employee who is a member of PERS or reciprocal agency within six months of hire at ACWD. 2.5% @ 55 with 8% employee contribution. $5000 Retired Death Benefit, 3% Annual Cost-of-Living Allowance Increase, Post-Retirement Survivor Allowance to Continue After Remarriage, Pre-Retirement Death Benefits to Continue After Remarriage of Survivor, Additional Opportunity to Elect 1959 Survivor Benefits, 1959 Survivor Benefit Level 4, Unused Sick Leave Credit, Public Service Credit for Peace Corps, AmeriCorps VISTA, or AmeriCorps Service, Military Service Credit as Public Service, Final Compensation 1 Year, Post-Retirement Survivor Allowance, Prior Service. The District picks up 2.5% of the CalPERS retirement contribution.
New member: Employees hired after 12/31/12 who were not members of PERS or a reciprocal agency within the last six months of hire at ACWD. 2% @ 62 with 7% employee contribution. Social Security/Medicare: The District does not participate in Social Security, but provides a 1.45% matching Medicare contribution.
Retiree Health Benefits: Coverage is provided through the CalPERS Health program. The District's contribution for retiree coverage shall be the PEMHCA minimum contribution as determined by CalPERS on an annual basis. Please refer to the Memorandum of Understanding for various eligibility and plan details.
Employees hired on or after January 1, 2019 will receive a defined-contribution benefit into a retiree health savings account. Life Insurance: The District provides Basic Life Insurance and Basic AD&D Insurance of one times your annual salary to a maximum of $150,000. There is no cost to the employee for this insurance.
Long Term Disability: The District provides you with Long Term Disability Income Insurance of 66 2/3% of monthly earnings with a maximum monthly benefit up to $7,000.
Short Term Disability: Coverage is provided through the District for employees working a minimum of 20 hours per week at 66 2/3% of base weekly earnings for the first 12 weeks up to a weekly benefit maximum of $1,650.
Deferred Compensation: Optional deferred income plans allowing tax sheltering of current income and payment later as supplemental retirement income.
Vacation: 10 days first year, increasing to 25 days after 20 years.
Holidays: 12 days per year, plus 4 Floating Holidays per fiscal year
Sick Leave: 12 days per year plus 30 hours/year Medical Appointment Leave.
Employee Assistance Program: Up to 6 sessions for employees and family members for professional consultation and short-term counseling for personal problems.
Tuition Reimbursement: The District will reimburse 100% of the total tuition and textbook costs incurred in taking courses outside of normal working hours related to District employment up to an annual maximum of $5,250.
