COMPENSATION

Effective July 1, 2026 :

Annual Pay Range: $75,689.78 - $96,108.46

Hourly Pay Range: $ 36.389318 - $ 46.205988

Salary offers will be made within the posted pay range and will be based on candidate's experience (paid or unpaid) that is directly relevant to the position.

Clackamas County Department of Transportation & Development is seeking an experienced, motivated, and team-oriented individual with strong communication and interpersonal skills to join our Development Engineering team as an Engineering Technician 3 (within the Engineering Technician 1 - 4 series). If selected for this position, you will provide on-site inspections for residential, commercial, and industrial development projects, including utilities and driveways. In this role, you will also review development, entrance, utility, and right-of-way permit applications to ensure they meet County standards and requirements. Your work will be critical in helping ensure safe, consistent, and high-quality development throughout the community.

Required Minimum Qualifications/Transferrable Skills:*
  • A minimum of two (2) years of experience performing field inspections for development, construction, utilities, or right-of-way projects to verify compliance with established standards
  • A minimum of two (2) years of experience reviewing permit applications, development plans, or technical documents for compliance with codes, regulations, or engineering standards
  • A minimum of two (2) years of experience communicating technical or regulatory requirements to contractors, developers, property owners, or customers in a professional setting
Preferred Qualifications/Transferrable Skills:*
  • Experience using asset management, permitting, or inspection software (e.g., OpenGov EAM (Cartegraph), Accela, or similar systems)
  • Experience conducting inspections or reviews related to utilities, driveways, or right-of-way construction within a public agency or engineering environment
  • Experience providing training, mentoring, or technical guidance to team members in a development, construction, or engineering setting
Pre-Employment Requirements:
  • Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment.

TYPICAL TASKS

Typical duties for this position include the following but are not limited to:
  • Perform independent inspections of commercial, residential, and industrial development projects, including preparing punch lists and documenting required corrections
  • Process development permits, including commercial, residential, industrial, utility, entrance, and right-of-way permits while ensuring compliance with County standards, Codes, and Statutes
  • Provide customer assistance by explaining standards, policies, procedures, requirements, and applicable regulations related to development in Clackamas County
  • Track and manage project status, prepare warranty and surety documents, and complete project close-out activities
  • Assist in updating County codes and internal processes to improve clarity, consistency, and operational efficiency
  • Collaborate with developers, engineers, property owners, contractors, subcontractors, and internal departments during project review, including participation in pre-construction meetings and on-site coordination
  • Resolve customer complaints through effective problem solving, communication, and consultation
  • Conduct independent inspections of development-related utilities, driveways, and right-of-way work, including preparing punch lists and documenting compliance
  • Provide training and technical guidance to lower-level technicians, modeling best practices and supporting their development on assigned tasks

WORK SCHEDULE

This position works 40 hours during a standard workweek with one of the following schedules:
  • (5/8) Monday through Friday, working 8 hours per day
  • (4/10) Monday through Thursday, working 10 hours per day (Friday off)
  • (4/10) Tuesday through Friday, working 10 hours per day (Monday off)
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

Please Note: This position is eligible for hybrid on-site/telework and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

WORKING CONDITIONS

Field activities include moderately strenuous physical work and incumbents may encounter adverse environmental conditions such as inclement weather and traffic hazards.

Duties require frequent standing, walking, squatting, crouching, bending, kneeling, twisting, overhead-reaching, balancing, fine motor control, and the ability to lift and carry up to100 pounds individually or as a team, and pull and push up to 70 pounds, grasping of tools and equipment . Duties also involve frequent exposure to loud noises, vibration, slippery and/or uneven surfaces, exhaust fumes and dust, oil and chemicals, heat and fire, traffic hazards, and adverse weather conditions. Loading vehicles with tools and equipment. Driving between inspection sites.
