Qualifications

Responsibilities

  • Directs and coordinates the planning, design, and construction of water and wastewater systems.
  • Supervises engineering department staff including performance reviews and work assignments.
  • Prepares and reviews complex designs, plans, specifications, estimates, and technical reports.
  • Collaborates with developers and contractors to ensure adherence to agency standards and specifications.
  • Manages bid development, contract preparation, budget assistance, and grant application processes.
  • Conducts hydraulic analyses, economic feasibility studies, and field inspections at construction sites.
  • Delivers presentations and provides support on engineering issues to the Board of Directors.

Description

Classification specifications (job descriptions) are intended to present a descriptive summary of the range of duties and responsibilities performed by an incumbent in the classification. SUMMARY Under general supervision, performs professional engineering duties as required for wastewater systems and water systems supplying agricultural, domestic, commercial and industrial users and supervises the technical staff members of the Engineering Department. Makes presentations to the Board of Directors as needed.

SUPERVISORY RESPONSIBILITIES
Directly supervises employees in the Engineering Department. Carries out supervisory responsibilities in accordance with Agency policies. Conducts performance reviews; assists in planning, assigning and directing work; rewarding and disciplining employees; addressing complaints and resolving problems.
Examples of Duties

  • Directs and coordinates the planning, design and construction of water and wastewater facilities.
  • Assists with annual budget.
  • Works with developers and contractors to ensure adherence to Agency standards and specifications.
  • Prepares and reviews complex designs, plans, specification, standards, estimates and reports for water and wastewater systems.
  • Prepares development of bids, contracts and other matters related to engineering functions.
  • Assists with grant applications.
  • Performs complex tasks related to hydraulic analyses and economic feasibility studies of water and wastewater systems.
  • Performs or assists in the review of plans for and the construction inspection and management of water and wastewater system facilities.
  • Prepares and conducts research for deeds, easements and rights-of-way.
  • Performs related field and construction inspection at and around busy and sometimes hazardous construction areas.
  • Perform mapping and drafting work.
  • Prepare clear and concise reports.
  • Provides support to the Operations & Engineering Manager in making presentations regarding engineering issues to the Board of Directors.
  • Federal, state, regional and local laws, policies, regulations and guidelines regarding water rights, water quality, water development, wastewater management and environmental assessment.
  • CEQA and other federal, state and local regulations impacting water and wastewater operations and permitting requirements.

Knowledge of:
  • Principles and practices of civil engineering with particular emphasis on the design of water development, treatment, distribution, wastewater collection, treatment and disposal.
  • Principles of engineering economics and their practical application to water development, water distribution and wastewater treatment projects.
  • Agency policies and procedures and department policies and procedures.
  • Knowledge of the principles of science and mathematics used in civil engineering and of their application to engineering problems.
  • Use of computer equipment for various engineering related applications.
  • Use of surveying equipment.
  • Proper usage of English grammar, spelling, punctuation and vocabulary.
  • Identification of problems, with timely resolution; developing alternative solutions, working as a team to resolve issues.
Ability to:
  • Deal tactfully and courteously with others in answering questions, disseminating information and providing customer assistance with Agency policies and operations.
  • Communicate effectively verbally and in writing with Agency staff, coworkers, consultants and the public in one-to-one or group settings.
  • Understand, interpret and apply Agency rules, regulations, policies and procedures including contracts.
  • Establish and maintain effective working relationships with internal and external contacts, employees, vendors, customers, etc. using best practice customer services skills.
  • Work independently and prioritize multiple tasks often under time constraints and with limited supervision.
  • Ability to make accurate computations and engineering notes.
  • Ability to read and interpret engineering specifications.

Supplemental Information

Education and/or Experience
  • High school diploma or GED;
  • Graduation from a four-year college or university with a BS and or MS degree in Civil Engineering or related field.
  • Five (5) years' experience in water/wastewater facilities.
  • Three (3) years supervisory experience desirable.
Computer Skills
  • To perform this job successfully, an individual should have knowledge Spreadsheet software and Word Processing software and GIS/CAD software.
Certificates, Licenses, Registrations
  • Registration as a Professional Engineer in the State of California.

Benefit Eligibility
All regular employees who work an average of twenty or more hours each week are eligible to participate in all of the Agency's benefit programs.

Retirement Program
The Agency participates in both Social Security and the California Public Employees Retirement System (CalPERS). Social Security-the employee and Agency share equally in all contributions to Social Security. CalPERS Plans are offered based on eligibility.

Leave
Vacation accrues at 10 days per year, 12 days after 2 years, 15 days after 5 years, 18 days after 8 years, 21 days after 11 years, 24 days after 14 years and 25 days after 15 years of service. Accrual maximums are 1 ½ times for Amador Water Agency Employee Association and 2 times for Supervisor Bargaining Unit groups.

Sick Leave accrues at 12 days per year with unlimited accumulation. Accumulated sick leave is converted to CalPERS service time upon retirement from the Agecny.

There are 12 paid holidays and 1 day of paid personal leave per year.

Insurance Benefits
Full premium costs are paid by the Agency for dental, vision, disability, life insurance and Employee Assistance Program for the employee. Employee (100% Agency paid) and Dependent (80% Agency paid) coverage for health insurance is paid for with the Anthem Advantage Plan being the base plan of coverage. Contributions for part-time employees are prorated based on the average number of hours worked as related to full time. The Agency offers a mandatory retiree health savings plan for all new hires; with contributions made by the employer.

Other Benefits
Employees may participate in a tuition reimbursement program, safety boot allowance if position qualifies, reimbursement upon receipt of proof of purchase, day care reimbursement, medical reimbursement, Section 125 plan, payroll direct deposit, long term care and 457 Deferred Compensation Plan.

Salary Program
Minimum and maximum salary ranges are established for each authorized position within the Agency. Starting salaries are ordinarily the minimum of the salary range. However, exceptions may be made depending upon qualifications and experience. Following completion of the probationary period and twelve months of continuous satisfactory service, employees may be eligible for salary increase.

Physical Examinations
All appointments are contingent upon the employee's ability to successfully pass a job related physical examination which includes a drug and alcohol screening by a certified lab if applicable.
