Job Summary

We are seeking an experienced Engineering Program Manager (EPM) to support large-scale engineering development programs and serve as a key engineering leader responsible for program execution. The EPM will serve as the primary engineering interface between Program Management and functional engineering organizations, ensuring engineering scope is delivered on schedule, within budget, and in alignment with technical and contractual objectives. The ideal candidate will have extensive experience leading multidisciplinary engineering teams, managing engineering execution across the full system lifecycle, and driving successful outcomes on complex development programs. an active Secret clearance, and the ability to obtain and maintain Special Program Access (SAP) are required.

Key Responsibilities
• Serve as the primary engineering interface between Program Management and functional engineering organizations.
• Lead execution of engineering scope, ensuring technical efforts are completed on schedule and within budget.
• Drive implementation of technical execution plans and coordinate engineering resources across multiple teams.
• Provide engineering inputs for program reviews, status reporting, and leadership briefings.
• Develop, review, and defend engineering estimates, proposals, and Basis of Estimates (BOEs).
• Oversee Control Account Management (CAM) activities associated with engineering work scope.
• Support schedule development, cost management, forecasting, and financial planning activities.
• Lead engineering financial and performance reviews to ensure alignment with program objectives.
• Coordinate engineering staffing plans and workload forecasts with functional leadership.
• Identify, assess, and manage engineering risks and opportunities across Integrated Product Teams (IPTs).
• Collaborate with technical and program leadership to ensure successful delivery of program objectives.
• Support engineering development, integration, testing, and transition activities throughout the program lifecycle.
• Coordinate multidisciplinary engineering teams and ensure effective communication across technical functions.
• Track engineering performance, dependencies, milestones, and deliverables to support program objectives.
• Contribute to technical and program decision-making by evaluating engineering risks, resource requirements, cost, schedule, and technical performance.
• Support continuous improvement of engineering execution processes and program delivery practices.

Required Qualifications
• Bachelor's degree in Engineering, Computer Science, Physics, Mathematics, or another STEM-related discipline with 14+ years of experience, OR
• Master's degree with 12+ years of experience, OR
• PhD with 10+ years of experience.
• An additional 4 years of relevant experience may be considered in lieu of a degree.
• Active U.S. Government Secret Clearance.
• Ability to obtain and maintain Special Program Access (SAP).
• Experience leading multidisciplinary engineering or technical teams.
• Experience supporting systems development, integration, and test activities across the program lifecycle.
• Demonstrated leadership experience in complex engineering environments.
• Strong written and verbal communication skills, with the ability to engage technical and non-technical stakeholders.
• Experience coordinating engineering resources, schedules, technical deliverables, and program priorities.
• Ability to manage multiple engineering priorities and drive execution in complex development environments.
• Strong analytical, organizational, problem-solving, and decision-making skills.

Preferred Qualifications
• Advanced degree in Engineering, Science, Mathematics, or another STEM-related field.
• Active U.S. Government Top Secret Clearance or higher.
• Experience with defense electronic systems such as RF systems, electronic warfare, communications systems, sensors, or avionics.
• Working knowledge of DoD systems engineering processes, standards, and lifecycle requirements.
• Experience with Earned Value Management (EVM) and Control Account Management (CAM).
• Prior experience as an Engineering Program Manager, IPT Lead, Chief Engineer, or similar technical leadership role.
• Demonstrated success managing cost, schedule, and technical performance on complex development programs.
• Experience developing and defending engineering estimates, proposals, and Basis of Estimates (BOEs).
• Experience working with cross-functional Integrated Product Teams and senior technical leadership.
