Full Job Description
The Engineering Manager is responsible for all Site Engineering and Maintenance activity, including all safety, quality, continuous process improvement efforts, and execution of capital projects. Reporting to the Engineering Manager, directly and indirectly, will be all Maintenance and Engineering personnel (project and process engineers). This facility has been categorized as a high hazard facility within AkzoNobel framework, as well as OSHA Process Safety Managed.

Key Responsibilities

Responsible for overall site engineering and maintenance activity

As SRE (Site Responsible Engineer)
• Champion the Process Safety Management Program and ensure compliance with OSHA and AkzoNobel standards.
• Evaluate and execute continuous process improvements and lean manufacturing initiatives.
• Responsible for the Capital Investments Plan for the site, prioritizing projects with all stakeholders; coordinates the implementation of projects with the HSE&S, Quality, and Production Departments. Annual Budget 2 million Euro.
• Owner of Engineering and Maintenance Policies and Procedures to ensure a properly trained, safe and efficient work force.
• Responsible for the selection, training, development and motivation of all maintenance and engineering personnel.

Maintenance Responsibilities
• Assure that assets are utilized and maintained properly to maximize shareholder value.
• Analyze equipment reliability and implement action plans to reduce and eliminate failures.
• Responsible for negotiation with subcontractors and suppliers on contract, pricing and terms and optimizes activities performed by them.
• Ensures compliance with all HSE&S procedures and regulations.
• Engages the team by providing good communication and fostering excellent teamwork.

As a member of the Site Management Team
• Participates on the ALPS-CI Site Steering Committee. Responsible for certain Continuous Improvement Programs.
• This management position includes HSE&S responsibilities and HSE&S training requirements as documented in Reading Site BMS 4.3.11 HSES Responsibilities and Training.
• All site management position team members have health, safety, environmental and security responsibilities including HSES management and improvement, health and safety rules for employees and contractors, security of people and assets, management of change, meeting of regulatory requirements, environmental protection and pollution prevention, sustainability and lifesaving rules.
• Responsibilities that include contractor management, asset integrity, process and equipment design, equipment operation, maintenance and equipment integrity.
• Site management position team members have access to the HSES training resources and have the responsibility to use these resources to complete the required training:
- Participate in the Safety Journey. Adhere to the Golden Principle which is Simply to intervene to stop work if conditions or behavior are unsafe.
- Promotes health, safety and environmental regulations by ensuring that standards, policies, and procedures are adhered to in compliance with corporate, federal, state, and local requirements.
- Performs other duties as required for the success of Akzo Nobel.

Job Requirements

BS in Engineering required (Mechanical, Electrical, Chemical preferred)
7 years' experience in Engineering
Experience with DCS (especially ABB) platform is preferred.

Preferred candidate will have experience in a chemistry/coatings/resin plant and be familiar with implementing OSHA PSM. Experience executing and leading Hazard Study reviews, Pre Startup Safety Reviews, and Management of Change is strongly desired.

Candidate should show demonstrated process improvements through structured methodology (A3, root cause, PDCA, Lean, Six Sigma, etc). Certifications (Green/Black belt) are preferred.

Candidate should have strong Microsoft Office/Power BI/SharePoint skills.

Must have excellent communication skills (verbal and written) capable of conversing and being understood by employees at all levels of the supply chain. Direct people management experience preferred. Exceptional aptitude in technical writing, particularly for Capital Requests and Training documents, is required.

Preferred candidate shall be organized, with experience managing technical document databases (P&ID, drawings, equipment files, etc)
