Position Description

The Engineering Manager is primarily responsible for the daily management, supervision, coordination, and successful completion of the preconstruction phase of projects to meet the cost objectives concerning contracting, scheduling, estimating, purchasing, and bidding of all alternative contracting projects, including managing large, complex projects. Project services include design/build, progressive design-build, GM/GC, negotiated GMP, and CM at Risk projects.

The Engineering Manager will coordinate with the Engineering Director and Area Managers on team assignments, assist the Operations Team during pre-construction, and coordinate all constructability, value engineering, estimating, cost control, and procurement activities. Will monitor design progress for compliance with defined cost, schedule, and quality criteria, provide and update design/construction project schedule and analysis during the pre-construction period. Will coordinate resolution of contractibility issues during design and coordinate pricing of alternative design concepts during design. Coordinate contractibility and value engineering reviews. Participate in Bid Package Scope of Work, schedule preparation for all work packages, and participate in Pre-Bid and Pre-Award meetings with Project Manager and Design personnel. Participate in and make recommendations for bid evaluations and assist Operations in developing the Project Production Budget.

  1. RESPONSIBILITIES


Note: The following duties are descriptive and not exhaustive. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Major duties include the following:

  1. Prepare detailed estimates (conceptual, schematic, design development, construction).
  2. Assemble the estimate including general conditions, special conditions, insurance, and bonds.
  3. Prepare and analyze cost models during the Design Development and/or bidding period.
  4. Assure that the estimates, including general conditions, are accurate, complete, and reflect the actual requirements of the project. This includes assuring that an adequate number of qualified and financially sound subcontractor proposals are received and evaluated.
  5. Plan and lead the preconstruction strategy meeting on the approach to the project or estimate.
  6. Assure that potential risk factors have been evaluated and reviewed with senior management (i.e. Peer Review, if required, contract bond authorization, contract review, insurance review, etc.)
  7. Coordinate the assembly of the preconstruction material for presentation purposes to the Owner (i.e. Design Development estimates or Guaranteed Maximum Price (GMP) booklets, etc.).
  8. Review subcontracts and major purchase orders before issuance to the subcontractor for compliance with the documents and estimate.
  9. Coordinate, manage and supervise the work of subordinate preconstruction members and support staff.
  10. Coordinate and assure that a preliminary construction schedule has been developed for each estimate.
  11. Provide monthly cost analysis for all active preconstruction assignments and manage according to engineering department budgets.
  12. Organize and lead the transition meeting between the project operations and preconstruction teams and coordinate the follow-up meetings.
  13. Visit ongoing projects to verify the status of estimate versus project status, meet with the project operations team, and view work in place for experience and comparison to the estimate.
  14. Proactively identify and solve problems to minimize risk.
  15. Keep current on changes and trends in methods of construction and materials, construction costs, wage rates, fringes, and working rules.
  16. Identify and qualify new material suppliers and subcontractors and place them into the subcontractor database.
  17. Initiate and maintain liaison with client and A/E contacts to facilitate a successful preconstruction process. This includes attending client-initiated meetings and ceremonial events.
  18. Identify new work opportunities and inform Sales and Marketing of potential projects with current clients.
  19. Actively participates in the internal team(s) that focus on continuous improvement of the business.
  20. Take an active role in the Personal Development Plan (PDP) process to develop and mentor subordinates towards a successful career with the company.

Requires knowledge of general mathematics, reading and business writing, and a general understanding of accounting principles

H. TYPICAL WORKING CONDITIONS

Office environment and exposure to outdoor conditions, noise, and heat. Travel may be required.
