Summary

About the Position: You will serve as the Chief of the Engineering Division at the Mobile District Headquarters' Office with responsibility for providing all engineering services for a wide range of military, civil, environmental, and interagency/international projects and programs.

Duties

Help

  • Serve as principal adviser to the District Engineer on engineering matters.
  • Plan, assign, coordinate and review the principal work of the various components of the Engineering Division.
  • Responsible for furnishing technical engineering service to a wide variety of stakeholders.
  • Furnishes guidance, advice and instructions to branch chiefs and other key professional personnel of the division or furnishes specialized engineering, assistance when needed.
  • Serve as the Mobile District Dam Safety Officer and Levee Safety advisor to the District Engineer on all dam and levee safety issues.
  • Direct the coordination of budgeting, funding, cost control, personnel, and engineering work with appropriate technical divisions.
  • Serve as Authorized Representative of the Contracting Officer for Engineering and Architect Engineer service contracts and for construction and supply contracts.
  • Selection Official for all A/E contracts as delegated by the District Commander.
  • Responsible for reservoir storage predictions and water releases for power generation, navigation and flood control of the District's Civil Works projects and for operation of all reservoirs during emergency flood conditions.
  • Represent the District in engineering matters involving higher offices of the Corps of Engineers, other military services, other Federal agencies, and State and local governments.
  • Make public addresses before civic and other organizations presenting activities of the Corps of Engineers.

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to and essential for satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The selective placement factor for this position is: Licensed Professional Engineer or Registered Architect.

In addition to the above, you must also meet the Specialized Experience for this position.

Specialized Experience: One year of specialized experience that includes: Directing a comprehensive engineering or architectural program, including planning, assigning, and evaluating the work of subordinate organizational units and key professional personnel. Managing the administration of complex technical projects by overseeing budgeting, funding, and cost control efforts to achieve long-range organizational goals. Negotiating with internal and external stakeholders representing executive leadership to gain compliance on established policies, contracts, or controversial public interest issues. Formulating strategic objectives and multi-year operating plans to allocate technical resources effectively, monitor progress, and improve overall organizational efficiency. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

Education
