Project Overview:

The Ontario Pumped Storage Project is a proposed large-scale clean energy storage facility to be located near Meaford, Ontario, on the shores of Georgian Bay, designed to provide up to 1,000 MW of flexible, on-demand electricity to support Ontario's growing power needs. The project would operate as a "natural battery," pumping water from Georgian Bay to an elevated reservoir during periods of low electricity demand and releasing it through turbines during peak demand to generate low-carbon power, strengthening grid reliability and enabling greater integration of renewable energy. As part of Bechtel's infrastructure and energy portfolio, Bechtel plans to support the project by bringing its global expertise in complex hydroelectric and pumped storage developments, including project management, constructability, execution planning, and delivery assurance, helping to advance a critical piece of Ontario's future clean energy infrastructure.

Job Summary:

The Design Delivery lead is required to provide leadership and governance of engineering delivery for the Ontario Pumped Hydro Project, ensuring engineering quality, regulatory compliance, constructability, and integration across multiple designers, contractors, and stakeholders.

This position is responsible for setting overall engineering delivery, packaging and assurance strategy for a project at the beginning including the review of project plans and specifications for constructability, conformance to regulatory agency requirements and productivity improvement.

This is a customer-facing position and coordinates with Design Consultant's Package Manager to ensure that the design packages are completed as per the schedule and comply with the client's requirements and provides quality assessment reports to Project leadership and the client.#LI-RM1

Major Responsibilities:

  • Serve as the single point of accountability for end-to-end design delivery across all disciplines and engineering packages for the Ontario PSP.
  • Manage and coordinate Lead Designers and discipline consultants and specialists.
  • Monitor consultant performance on schedule, quality, and technical adequacy, escalating risks where required.
  • Ensure design is delivered in accordance with the Contract, RFP requirements, and governance processes, aligned with FEL 3 through IFC execution.
  • Establish and manage Design milestones and deliverable schedules (IFR / IFD / IFC), Design productivity and progress measurement.
  • Lead interdisciplinary coordination across, Dams and reservoirs, Underground works (shafts, tunnels, caverns), Powerhouse civil, structural, and electrical, Hydraulic structures, I/O works, Transmission and interfaces by others.
  • Ensure design interface management, including internal package interfaces and external interfaces (Owner, permitting authorities, other contractors).
  • Resolve design clashes, scope boundaries, and interface assumptions proactive.
  • Enforce design quality management, including, Independent checking and verification, Discipline and interdisciplinary reviews, EOR and stamping requirements.
  • Ensure compliance with Ontario and Canadian codes and standards, Owner (TC Energy) technical requirements, internal engineering procedures and governance, Own closure of design review comments and audit findings.
  • Identify, assess, and manage design related risks and opportunities, including geotechnical, constructability, and environmental risks.
  • Lead design change management, ensuring all changes are properly evaluated
  • Support formal design governance reviews, stage gate approvals, and executive reviews.
  • Coordinate design inputs to Client, partners, and regulatory stakeholders as required.
  • Lead the Ontario PSP design delivery team, including discipline leads and package managers.


Education and Experience Requirements:

  • Bachelor's degree or higher in Civil, Mechanical, Electrical engineering discipline from an accredited university with an overall experience of 15 years.
  • Minimum 5 years of progressive experience on pumped storage, hydropower or power generation projects.


Required Knowledge and Skills:

  • Broad, cross-disciplinary understanding of engineering design and construction for pumped hydro facilities, including effective integration of civil works (dams, waterways, underground works), mechanical and electrical plant, balance-of-plant systems, and auxiliaries.
  • Strong understanding of pumped hydro design drivers, including hydraulic performance, geotechnical risk, underground works, constructability, safety, operability, schedule, and cost implications of design decisions.
  • Demonstrated experience overseeing compliance with international design codes, standards, and client specifications, including direction and oversight of third-party and independent engineering consultants.
  • Knowledge of constructability, temporary works considerations, and construction sequencing, particularly for reservoirs, tunnels, shafts, and powerhouse caverns.
  • Experience implementing engineering quality management, independent checking, verification, and design assurance processes appropriate to high-risk infrastructure projects.
  • Experience managing engineering delivery schedules, design productivity, and performance reporting across multiple disciplines and design consultants.
  • Strong leadership skills with a proven ability to lead and collaborate within large, multidisciplinary and multicultural engineering organizations.
  • Excellent oral, written, and presentation skills, with the ability to communicate clearly with senior leadership, clients, and regulatory authorities.
