Full Job Description
Work Location: 30-30 Thomson Avenue, LIC, NY 11101 Hours: Full-time - 35 Hours All interested candidates who apply meet the minimum qualification requirements cited below are encouraged to apply. The NYC Department of Design and Construction, Division of Infrastructure, is currently seeking an Engineer-In-Charge to join our Program Management Unit's - Engineering Support Services. This role, reporting directly to the Deputy Director, will lead complex project planning and preliminary design analysis to support Capital Project Scope Development Studies (CPSDs) and Enhance Front End Planning initiatives. Key responsibilities include: - Reviewing and analyzing Capital Project Proposals to identify critical scope issues that would require studies to support scope development. -Assessing project feasibility and constructability and recommending alternative implementation strategies. -Conducting site-specific drainage capacity studies using GIS data and/or InfoWorks programs to identify bottlenecks, climate resiliency performance and alternative strategies. -Integrating drainage solutions with broader infrastructure (roads, public spaces) and nature-based solutions (bioswales, green roofs). -Coordinating with DOT, DEP, and Parks and other stakeholders to align proposed scope with current/future planned improvements. -Developing cost estimates or benefit-cost analyses for capital investments and long-term resilience. -Developing scope proposals and consultant task orders for new CPSDs. -Managing consultant contracts and reviewing design drawings, reports, and presentations. -Supervise a team of Engineers performing Enhanced Capital Planning and Engineering tasks related to the aforementioned. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment. A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in "1" above. Special Note: In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
