General DescriptionJOIN OUR TEAM AS AN ENGINEER III!The role of Engineer III involves acting in an advisory capacity, this position provides support to Utility Operations and Maintenance to provide engineering solutions for water/wastewater/reclaimed water transmission, distribution, and collection system projects for optimization, efficiency, and regulatory compliance. The ideal candidate is proactive, eager to identify opportunities for operational improvements, and committed to ensuring the Utility's readiness for future demands. They will possess a comprehensive understanding of daily operational processes and actively participate in efforts to enhance system performance. The position requires performing highly complex and specialized engineering evaluations and studies to support utility planning, operations, maintenance, and regulatory compliance. The Engineer III role may also involve planning, developing, coordinating, and directing large-scale projects related to utility system expansion, repair, and replacement. Responsibilities may include managing and reviewing the work of subordinate technical staff and consulting engineers engaged in utility system evaluations, program planning, facility design, and construction management.
Essential Job Functions Under broad guidance from the Utilities Engineering and Contract Management Department leadership team, Engineer III is responsible for providing engineering direction, guidance, and support to the Utilities Operation and Maintenance Department. This involves using available asset management data, hydraulic modeling tools, and coordination with other departments to identify needed projects. The candidate must have ability to analyze and provide conceptual designs and budget estimates for capital improvement projects. Must be able to utilize hydraulic modeling software and other tools to evaluate distribution system deficiencies and propose solutions. Assist with project prioritization and budget planning during the annual budgeting process. Collaborates with regulatory agencies such as the Florida Department of Environmental Protection (FDEP) and local authorities to ensure compliance with water quality standards and permit requirements. Supports system expansion and infrastructure upgrades to accommodate growth and regulatory demands. Assists with troubleshooting operational concerns, including pump optimization, storage capacity assessments, and resolving water plant-related issues beyond routine operational capabilities. Serves as the subject matter expert when working with contractors on water plant expansion, treatment upgrades, and long-term source and consumption planning. Acts as the primary stakeholder for the Water Quality Master Plan. Performs other related duties as required.
Knowledge, Skills and Abilities - Knowledge of the principles and practices of civil/environmental engineering.
- Knowledge of modern developments, accepted practices, current literature, and sources of information in the area of public utilities engineering and applicable laws, regulatory rules and regulations.
- Familiar with water sources management, storage facilities, booster pumping stations, sewage pump stations, and water quality control measures.
- Ability to utilize hydraulic modeling software to evaluate and optimize potable water systems.
- Knowledge of the operations of potable water, wastewater, and reclaimed water transmission and distribution systems.
- Knowledge of Supervisory Control and Data Acquisition (SCADA) systems.
- Ability to effectively communicate with Operation and Maintenance supervisors and technicians.
- Strong analytical and problem-solving skills.
- Ability to identify potable water source, storage, pumping, quality or distribution system problems and analyze alternate solutions to these problems.
- Ability to present clear and concise reports, orally and in writing.
- Ability to read and interpret complex engineering reports, regulatory permits, construction plans, specifications and contracts.
- Ability to meet and work with the public and regulatory authorities, make presentations, and reply to complaints.
Minimum RequirementsPHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Civil, Chemical, Electrical, Mechanical or Environmental Engineering. Five (5) years of experience in the field of planning or hydraulic analysis, plant engineering or in an operating plant environment supporting production, operations and maintenance activities, including three (3) years of engineering experience as a Professional Engineer required. Must be proficient with hydraulic modeling software and be able to apply it routinely.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Registration as a Professional Engineer in the State of Florida required. Florida Department of Environmental Protection Water Distribution Operator Level 3 license preferred.
*If hired with an out of state equivalent of State of Florida registration as a Professional Engineer, must have the ability to obtain registration as a Professional Engineer in the State of Florida within one (1) year from the date of hire.
*Applicants that are not registered as a Professional Engineer may apply and maybe considered for a Technical Specialist III position at $77,186.00 - $108,061.00 Annually (D.O.Q.) at departments discretion.
