Summary
The Engineer II (Professional Engineer) is the journey-level classification in the Engineer series and performs advanced professional engineering, construction management, and project management for major Public Works projects, including roads, bridges, drainage, sewer, and utility infrastructure.

Under the general direction of the Assistant County Engineer, the position independently manages projects from planning and design through permitting, bidding, construction, inspection, and completion, with responsibility for technical decisions and project results. Duties include preparing and approving plans, specifications, cost estimates, and reports; administering contracts; coordinating surveys, right-of-way, utilities, consultants, contractors, and regulatory agencies; conducting or overseeing inspections; and addressing traffic safety and infrastructure needs.

The Engineer II (Professional Engineer) is a licensed engineer authorized to stamp work products and may provide technical direction, review and approve work of lower-level engineering staff, coordinate staff assignments, and assist with training and performance evaluations.

Two (2) positions will be hired.
Typical Duties

• Obtain all necessary permits and clearances for the assigned project from regulatory agencies. Examples include: declaration of non-significance, hydraulic project approval, Corps of Engineers permit, NPDES, and water quality
• Research deeds, legal descriptions, survey records, plats, etc. to determine ownership. Determine right of way needed for the project, including analyzing existing right of way, writing new right of way legal descriptions, calculating areas of land, and mitigating impacts to landowners. Impact to utilities must be investigated and relocations must be coordinated
• Direct the survey crew chief on specific information needed for the project survey and staking. Interpret, analyze, and apply survey information to the design task
• Design the new facility by applying modern engineering principles and practices including those found in AASHTO manuals and various WSDOT manuals as well as engineering texts. In addition to usual functions the design is to be safe, cost effective, durable, and aesthetic. Decisions must be made as to the most appropriate construction materials to utilize in the facility. Maintenance crews and property owners also need to be consulted so that their concerns can be included in the design. Research of engineering literature is sometimes required to determine solutions to unusual problems or for reports
• Prepare neat, concise, complete construction plans following county standards. Prepare auxiliary maps and drawings as needed
• Prepare complete and thorough contract specifications based on WSDOT standard specifications and county special provisions as well as federal regulations on federally funded projects
• Prepare cost estimates at various stages of the project
• Advertise for bids, reconcile bids, evaluate bidders, and award contract work to qualified contractor based on lowest competent bid
• Administer the contract including such things as holding a pre-construction conference, processing payments, negotiating change orders, and completing all paperwork required. Engineer solutions to problems that may develop during construction
• Inspect (or oversee the inspection of) the construction work including the daily diary, paperwork, reports, construction surveying and acceptance of the work (along with appropriate supervisors). Perform (or oversee the performance of) materials testing and evaluation of the results
• Perform bridge condition inspections in accordance with state and federal guidelines including filling out appropriate forms on a timely basis and maintaining files. Calculate safe load carrying capacity
• Coordinate Road Improvement Districts including preparing appropriate forms and maps and cost estimates, scheduling meetings, and determining completeness of petitions. Assure that procedures follow legal requirements
• Check survey plats for accuracy and conformance to county requirements
• Coordinate other staff when necessary to accomplish the work. Assist others with areas of personal expertise. Perform other tasks necessary for the operation of the office. Fill in for or assist other staff members in their assigned duties. Provide courteous help to the general public with their questions and provide information within the scope of responsibility or refer to appropriate personnel. Communicate effectively and clearly both verbally and in writing
• Prepare a variety of engineering reports
• Review and approve plans and specifications prepared by Engineer I staff
• Hire consultants for specialized work when necessary
• Shall endeavor to assure safe Clallam County roads and facilities
• Shall have a thorough working knowledge of the MUTCD and other relevant manuals and shall apply this knowledge to the needs of the Road Department. Shall develop, review and sign plans for construction projects
• Shall monitor the county road network for locations of high accident frequency and of high accident potential and shall prepare and implement solutions.
• Shall compile, maintain, and analyze records, reports, and statistical information relative to traffic safety and traffic flow. Shall develop and prioritize lists of recommended road improvements. Shall take action to improve roads on the lists. Shall compile and maintain accurate records regarding improvements that have been made and actions taken to improve the safety of the roads
• May be expected to adjust work hours to observe conditions during hours of darkness

Education, Training, & Experience
Requires knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by examples in the above job description

Minimum Qualifications

• High School Diploma or GED
• Valid Washington State Driver's License
• Bachelor's Degree involving major study in Civil Engineering;
• Registration and license as a Professional Engineer in the State of Washington OR must obtain a Washington Professional Engineer Registration within six (6) months of employment. (Note: Must meet the WA State for minimum work experience).
