Full Job Description
Purpose

Responsible for leading the implementation of Pipeline Safety Management Systems across gas operations at the direction of Sr. Manager. Reporting to the Sr. Manager (PSMS), this position will oversee PSMS initiatives within gas operations, ensuring that developing programs conform with API RP 1173 and are implemented consistently across gas operations.

Effective engagement with gas utility leadership and coordination of Gas Technical Governance Team is critical to the success in this role.

The position will assume a liaison role with industry associations (AGA, NGA) and other gas utilities in the context of PSMS to ensure Liberty is developing and adopting an industry standard program. Leading the implementation and continuous improvement of PSMS related programs across the gas utilities as well as tracking and regular reporting of progress will be the fundamental responsibility of this position.

Works closely with the PSMS Steering Committee, Gas Technical Governance Team, other functional leads in the Gas Technical Services group, and local compliance staff, this position will lead the implementation and continuous improvement of the Pipeline Safety Management System (API RP 1173) throughout gas operations.

Accountabilities

  • Own the Management of Change (MOC) process for major infrastructure projects and establish governance structure for corrective action tracking & closure
  • Conduct regular field inspections observing distribution, construction, and transmission activity
  • Assist and facilitate incident investigations following abnormal operating conditions (AOC) or major operational interruptions.
  • Identify and review new technologies as part of the material/technology review committee
  • Develop communications that can be shared across the organization in order to keep the enterprise aware of PSMS and ongoing activities.
  • Build training modules that can be facilitate utilizing the learning management system (LMS)
  • Influence subject matter experts across the organization to implement process improvements that enhance PSMS;
  • Serve as a resource for helping operations develop a practical understanding of PSMS and how it connects to their daily work
  • Identify best practices through industry group participation and peer utility collaboration
  • Reviewing data from across the organization that feeds into key performance indicators
  • Work with development team to build out a PSMS dashboard
  • Understand the findings from the previously conducted gap analysis for PSMS related programs across the gas utilities and influence the culture to ensure that ongoing maturity assessments show progress
  • Partner with quality management team to understand trends being observed in the field


Education and Experience

  • University - Bachelor degree or equivalent
  • 3 years of experience in a utility, chemical manufacturing or nuclear sector
  • Good communication skills
  • Strong analytical skills


Compensation Data

Full base salary range $80,000.00- $100,000.00 per year*Liberty considers several factors when extending an offer, including but not limited to, the role and responsibilities, a candidate's work experience, education, training and skills, and geographic location.
