About this Position:
As the Project Manager, is responsible for project delivery from inception through construction. Manages consultant engineering contracts (develops project scopes, negotiates man-hours and fees, establishes contract time requirements, establishes design criteria, monitors progress and quality of work, approves final acceptance of plans, and approves invoices for payment). Reviews plans prepared by consultants for conformity with AASHTO guidelines and DOTD policies, procedures, and standards. Coordinates project development through contact with entities, principals and senior engineers of consulting firms as well as their design staff.

While in official capacity, DOTD employees must comply with all applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Dual Career Ladder (DCL) Supplemental QualificationsIn addition to the Minimum Qualifications below, prospective candidates must also meet the following Supplemental Qualifications: Four years of professional engineering experience performing in-house design, project development and/or project management of roadway construction projects.
Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties and Other Information

60% Consults with the Planning Division to develop delivery schedules for the projects in the program, in coordination with the parish, city or Metropolitan Planning Organization (MPO). As the Project Manager, is responsible for project delivery from inception through construction. Manages consultant engineering contracts (develops project scopes, negotiates man-hours and fees, establishes contract time requirements, establishes design criteria, monitors progress and quality of work, approves final acceptance of plans, and approves invoices for payment). Reviews plans prepared by consultants for conformity with AASHTO guidelines and DOTO policies, procedures, and standards. Coordinates project development through contact with entities, principals and senior engineers of consulting firms as well as their design staff. Insures that the DOTD quality control process has been followed. Directs consultants to correct any plan errors and/or omissions discovered during reviews. Prepares formal consultant evaluations/ratings. Coordinates project development with the Federal Highway Administration when necessary.

10% Prepares entity/state agreements for the administration of the construction projects. Coordinates project development with the participating cities/parishes. Reviews and approves invoices and insures that the local entities are reimbursed according to state and federal regulations.

10% Prioritizes and schedules office workload to meet established project deadlines and program funding limits. Utilizes program management tools to assure timely completion of projects and to manage the financial resources of the program.

5% Attends meetings with Metropolitan Planning Organizations, City/Parish Chief Engineers, City/Parish Traffic Engineers, City/Parish Public Works Directors and the Federal Highway Administration to review projects' status and to set program priorities.

5% Participates in the creation and instruction of the LPA Core Training Qualification class and subsequent modules.

5% Aids in the discovery of information for attorneys representing DOTO in tort liability lawsuits. Represents DOTD as fact witness or expert witness in court and in depositions.

5% May be required to perform other duties as necessary, including, but not limited to, emergency/disaster support activities.
Position-Specific Details:
This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

This position has a Special Entrance Rate (SER) of $3,316.00 biweekly.
This position has a Premium Pay of $4.00 per hour of every hour worked.
