About this position:
The position for the Engineer 6 DCL serves as the Program manager with administrative and technical responsibilities for one distinct Local Public Agency (LPA) Federal Aid program: the Transportation Alternatives Program (TAP). This position has the dual responsibilities of program management as well as project management for the program, TAP. This position is regarded as the expert on the TAP by DOTD and FHWA.
Supplemental Qualification Requirements: Three years of professional level experience in managing scope, schedule, or budget on projects in any one or combination of the following transportation fields; environmental, planning or programming, design or construction.

Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties and Other Information
Job Duties:
  • Project Management-Reviews, evaluates, and approves the designs and plans prepared by Municipal Entities and/or consultant engineering firms for the program. Coordinates reviews with other sections within DOTD.
  • Directs consultants to correct any plan errors and/or omissions discovered during reviews. Tracks projects from inception to construction to determine that all parties within DOTD and other entities have performed their tasks in a timely manner. Develops and/or updates agreements for the individual projects for the program.
  • Program Management-Coordinates all work necessary to include new projects in the TAP and schedules projects.
  • Responsible for overall program budget and available monies for letting. Decides if federal funds for a project should be increased. Ensures that the program fits within the federal guidelines while the policies and procedures meet state standards and/or AASHTO guidelines.
  • Responds to inquiries and provides assistance regarding TAP policies and procedures or technical matters, including those by state and federal agencies.
  • Makes presentations and/or organizes workshops for the public concerning TAP procedures, funding applications and project processing if selected.

Position-Specific Details:

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

There is a biweekly Special Entry Rate of $3316.00 for this position. The actual starting salary depends on the education and experience of the selected applicant.
