Overview

Memorial Hospital Belleville is an acute care hospital offering medical and surgical services plus critical and emergency care including Children's at Memorial for pediatric emergency care. It provides patients a full complement of diagnostic and treatment services as well as heart and vascular care. Memorial, offering medical and surgical services plus critical care, is an accredited Chest Pain Center with PCI by the Society of Cardiovascular Patient Care and is designated as an Acute Stroke Ready Hospital by the Illinois Department of Public Health. In addition, Memorial Belleville recently was accredited by the American College of Radiology as a designated Lung Cancer Screening Center. Since 2008, it has been designated as a Magnet®-recognized organization for nursing excellence by the American Nurses Credentialing Center.

Memorial Hospital Shiloh, a 94-bed, all-private suite hospital was recognized with Magnet status in 2018 and provides emergency care, labor & delivery, nursery, medical and surgical services plus critical care.

Role Purpose

The EMS System Manager directs the operational and administrative aspects of the Southwestern Illinois (SWIL) EMS System, which oversees 3,300 providers and delivers pre-hospital emergency care across four counties. This position develop policies and conducts oversight of providers operating within the SWIL EMS System to ensure compliance with the EMS Medical Director's protocols, standard operating guidelines and Illinois State Law through data evaluation, quality management, complaint investigation, supervision of all didactic and clinical education and field experiences, and physician and nurse education.

Responsibilities
  • Oversees licensure and provides continuing education units (CEU) for 12 EMS Agencies, 1,000+ First Responders, 2,000+ EMT-Basic, 200+ EMT-Paramedics, 100+ ECRNs and pre-hospital RNs, as established by the EMS Medical Director and Illinois State law.
  • Reviews pre-hospital patient care reports, identifies positive/negative trends, and provides formal feedback & corrective action plans; maintains SWIL EMS System compliance towards positively influencing future patient outcomes.
  • Conducts scheduled and no-notice inspection of 100+ ALS/BLS/First Responder transport and non-transport vehicles (ambulances) to ensure compliance with SWIL EMS System policy and Illinois state law.
  • Ensures telemetry (12-lead) and MERCI radio equipment is functional and that the respondents are qualified personnel; provides annual training course for incoming residents; provides training courses for Emergency Communication Registered Nurses (ECRN).
  • Manages the examination program for individual First Responder Defibrillators, EMT-Basics, EMT-Intermediates, EMT-Paramedics, pre-hospital RNs and ECRNs.
  • Manages individual(s) including but not limited to: onboarding and hiring, training, workload management & performance evaluations, conducting professional development plans as needed. Ensures that the productivity and actions of that group meet/support the overall operational goals of the department as established by department leadership.
  • Develops and adheres to departmental staffing, revenue and/or expense budgets. Responds to changes in the business which may affect the ability to achieve the budget goals.
