Job Description
The City of Raleigh Human Resources department is seeking an experienced Employee Relations Consultant - Accommodations. This position will manage leave of absence issues, address accommodation requests and act as liaison among employees, stakeholders, and HR Business Partners. The position requires the ability to quickly issue-spot sophisticated ER matters as related to accommodation requests and create solutions aligned with the City values. Candidate will also assist with investigations and be a resource for City departments. Candidates must possess Employee Relations experience and experience with Americans with Disability Act, excellent communication and relationship-building skills, and experience working successfully with stakeholders to build effective and efficient partnerships.

Duties and Responsibilities
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
  • Ensures compliance with the Americans with Disability Act (ADA) and other disability-related laws and regulations
  • Develops and implements procedures, and training programs to remove barriers
  • Responds to and resolve complaints related to disability discrimination
  • Advises and provides guidance to employees, supervisors, managers, etc. on disability -related matters
  • Handles the interactive process for accommodation requests
  • Stays up to date on ADA and compliance related legal developments and best practices
  • Assists with conducting employment investigations and other employee relations processes
  • Partners internally with City Attorney's Office, Internal Audit, and other internal partners as appropriate to achieve the above responsibilities
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices, reviews policies and practices to maintain compliance
  • Receives and reviews requests and inquiries
  • Advises and provides information to management, staff and other stakeholders regarding human resource policies, procedures, and practices
  • Conducts interviews and surveys to gather information
  • Interprets and explains policies and provides program and procedure recommendations to address needs and resolve issues
  • Monitors and maintains system data, files, records, and reporting
  • Monitors and implements information tracking systems
  • Performs other duties as required


Typical Qualifications
Required Education and Experience
Bachelor's Degree in Human Resources, Organizational Development, Business, Public Administration, or related field; 1 to 3 years' experience in benefits, compensation, human resource management, or a related field;

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
Preferred Licenses and Certifications

  • SHRM-SCP, PHR/SPHR, or IPMA-SCP certifications

ADA and Other Requirements:

Work Environment and Physical Effort:
Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.

Work is typically performed in an indoor environment.

Work Exposures:
Work in this position does not require frequent environmental exposures.
