Position Description

The Emergency Services Data Systems Manager is a vital leadership role within our Emergency Services Department, connecting data systems directly to community and emergency response outcomes.

In this role, you will lead the development of data architecture, reporting systems, and advanced analytics that drive decision-making across domestic well and state small water systems mitigation programs. Your work will directly support emergency response efforts, program accountability, and long-term planning for communities impacted by water access challenges.

This is a leadership role that offers the opportunity to guide a team, collaborate across departments, and make a meaningful difference in community outcomes by transforming data into actionable insights. Your work will directly support programs that address critical water access challenges, helping ensure that communities relying on domestic wells receive timely, effective support. This role is more than data-it's about using information to drive meaningful change.

Responsibilities:

  • Supervise, mentor, and support the Data Systems team
  • Provide coaching, training, and performance feedback
  • Foster a collaborative, data-driven culture across teams
  • Partner with leadership to define data needs, KPIs, and reporting standards
  • Deliver actionable insights (current and predictive) for operations and planning
  • Ensure alignment between program goals and data outputs
  • Design and maintain data architecture, models, and pipelines
  • Develop dashboards and reports using tools like Power BI, SSRS, and ArcGIS
  • Create workflows, automations, and integrations (APIs, ETL processes)
  • Ensure data accuracy, integrity, security, and accessibility
  • Serve as project manager for major data initiatives
  • Collaborate with internal teams and external partners (engineering firms, water agencies, and data collaboratives)
  • Identify opportunities for system integration and standardization
  • Perform advanced data analysis using SQL and scripting tools
  • Incorporate spatial and predictive analytics to enhance insights
  • Evaluate emerging technologies and recommend system improvements
