Job DescriptionThe EMS Support Chief is responsible for the strategic oversight and coordination of EMS-relatedLogistics, Training, Compliance, Billing, CommunityParamedicine and Special Operations. This position performs complex administrative and operational functions to ensure the effective delivery of emergency medical services across these critical support areas.
In the area of Logistics, this includes managing medical supply inventory, equipment readiness, fleet coordination, and resource deployment during daily operations and large-scale incidents. For Training, the Chief oversees the development, delivery, and documentation of continuing education, onboarding programs, and skill evaluations to ensure operational competency across all EMS personnel. Under Compliance, the role ensures adherence to all local, state, and federal regulations, oversees internal audits, and monitors protocol adherence and clinical quality assurance. In Special Operations, the Chief coordinates EMS involvement in mass casualty incidents, natural disaster response (e.g., hurricanes), special event coverage, and supervises personnel assigned to specialized teams such as tactical medics, dive, and swift water rescue units.
This role ensures compliance with all applicable local, state, and federal regulations and standards across EMS operations. Work is performed under the general direction of the EMS Division Chief, with continuous supervision exercised over assigned operational and administrative EMS staff. This position directly supervises the EMS Training Officer, Clinical Paramedical Captain, Assistance Chief of Community Paramedicine, and the Logistics Officer.

- Provide strategic oversight and leadership for support operations.
- Develop and implement policies and procedures related to EMS support functions.
- Supervise support personnel and ensure adequate staffing levels.
- Verify compliance with internal protocols and external regulations (HIPAA, OSHA, NEMSIS).
- Address emergent issues related to training, compliance, logistics, or special operations.
- Provide updates, review performance, and discuss special operational needs.
- Review outreach efforts, patient follow-ups, and program effectiveness.
- Ensure vehicles are operational, properly stocked, and scheduled for maintenance.
- Conduct training drills and review emergency response plans.
- Ensure adherence to federal, state, and local mandates.
- Review trends, challenges, and opportunities for improvement.
- Evaluate new tools, software, and medical devices for EMS use.
- Review logistics, training, compliance, and performance metrics.
- Engage in policy discussions, mutual aid agreements, and best practices sharing.
- Prepare financial proposals for operational improvements.
- Performs assigned functions as a Disaster Ready Team (DRT) member.
- Performs related tasks as required.
Qualifications Thorough knowledge of emergency medical services administration, practices and procedures; thorough knowledge of the methods, materials, practices, techniques, and equipment required for emergency medical and specialized cardiac treatment; thorough knowledge of laws and regulations pertaining to emergency medical services; ability to respond quickly and calmly in emergency stress situations; ability to apply protocols relating to medical procedures, equipment operations, and reporting requirements; ability to evaluate and differentially diagnose patient; ability to plan effective in-service training and staff development programs; ability to express ideas effectively, orally and in writing; ability to establish and maintain effective working relationships with medical agencies, hospitals, public health agencies, public safety agencies, other county departments, elected officials, community organizations, employees, volunteers, and the general public; ability to operate a personal computer and standard office productivity software. Must be proficient in the use of cardiac monitors, automated simulators, tactical rescue equipment, electronic PCR software, mass casualty response kits, HAZMAT response equipment, fleet tracking and maintenance record software, supply chain management software, portable shelters, generators, and compliance tracking software. Must have experience in EMS billing, medical coding and reimbursement, QA procedures and statical reporting.

Education, Experience, and Special RequirementsBachelor's degree with coursework in emergency medical science, or related field and extensive experience as a paramedic responding to out-of-hospital emergency calls and considerable supervisory experience, or equivalent combination of education and experience.
Special requirements:Must possess and maintain Paramedic certification from the State of North Carolina.
ICS 100, 200, 300, 400, 700, and 800.
Valid driver's license.
