Job Summary

The Emergency Management Project Manager, Training and Exercise is responsible for planning, coordinating, and overseeing assigned projects from initiation through completion. This position manages project schedules, deliverables, resources, risks, stakeholder communication, and quality requirements to support successful project performance. The Project Manager works across multidisciplinary teams and may support multiple projects or contracts simultaneously. Responsibilities may include federal contract administration, emergency management and preparedness initiatives, training and exercise programs, technical planning, workforce development, and other professional or technical projects based on organizational and client needs.

This position serves as a primary point of coordination among internal project teams, subject matter experts, clients, and other stakeholders and ensures assigned work is completed in accordance with contractual requirements, established schedules, applicable standards, and quality expectations.

Job Classification: Full-Time, Non-Exempt

Duty Station: Remote/Virtual with travel and onsite work as required by assigned projects

Travel: Up to 30% contingent on business needs

Duties/Responsibilities

  • Plan, organize, coordinate, and oversee assigned projects and contracts from initiation through completion.


  • Develop and maintain project schedules, milestones, work plans, priorities, dependencies, and deliverable tracking.


  • Monitor project scope, schedule, resources, risks, quality, and performance and identify issues that may affect successful project execution.


  • Coordinate multidisciplinary project teams, technical personnel, subcontractors, consultants, and subject matter experts as applicable.


  • Serve as a primary point of coordination with clients, Government stakeholders, internal leadership, and project personnel.


  • Lead recurring project meetings and communicate project status, risks, decisions, action items, and upcoming milestones to appropriate stakeholders.


  • Prepare and oversee project status reports, progress reports, schedules, briefings, and other contractually required documentation.


  • Review project deliverables for quality, technical consistency, completeness, and compliance with applicable contractual and client requirements.


  • Support contract administration activities, including deliverable management, documentation, change management, client coordination, and performance tracking.


  • Identify project risks, constraints, resource needs, and dependencies and develop appropriate mitigation or corrective-action strategies.


  • Coordinate onsite project activities, stakeholder interviews, assessments, planning sessions, workshops, training, exercises, or other activities as required by assigned projects.


  • Provide technical writing, editing, planning, and quality assurance support for emergency management and preparedness documents, including Training and Exercise Plans (TEPs), Emergency Operations/Response Plans, Continuity of Operations (COOP) Plans, assessments, implementation plans, and related deliverables.


  • Apply applicable emergency management frameworks and methodologies, including the Incident Command System (ICS), National Incident Management System (NIMS), Homeland Security Exercise and Evaluation Program (HSEEP), and FEMA preparedness doctrine, when supporting applicable projects.


  • Facilitate or support training, exercises, workshops, and stakeholder engagement activities as required.


  • Ensure project activities and deliverables comply with applicable security, confidentiality, cybersecurity, records-management, accessibility, data-handling, and client-specific requirements.


  • Support project staffing, resource planning, level-of-effort estimates, and workload coordination as needed.


  • Maintain effective working relationships with clients, project teams, leadership, and external stakeholders.


  • Adapt project management approaches to meet varying client, contract, technical, and operational requirements.

Education and Experience

  • Required: Minimum of five (5) years of experience managing federal contracts or similarly complex technical projects.


  • Required: Minimum of five (5) years of experience developing or writing emergency management documents such as Training and Exercise Plans (TEPs), Emergency Operations/Response Plans, or Continuity of Operations (COOP) Plans.


  • Required: Demonstrated advanced knowledge of ICS and NIMS.


  • Required: Demonstrated advanced knowledge of HSEEP.


  • Required: Experience as an exercise facilitator and/or training instructor.


  • Required: Familiarity with emergency management guiding doctrine, including the National Preparedness Goal.


  • Required: Demonstrated experience coordinating multidisciplinary teams and ensuring deliverables meet contractual, technical, or compliance requirements.


  • Required: Experience working in or with a high-containment laboratory setting.


  • Preferred: Bachelor's degree in emergency management, homeland security, public administration, business administration, project management, or a related field.


  • Preferred: Master Exercise Practitioner (MEP) certification.


  • Preferred: Project Management Professional (PMP) or similar project management certification.


  • Preferred: Experience managing multiple concurrent federal Government projects or contracts.


  • Preferred: Experience working in regulated laboratory, scientific, research, public safety, or other complex operational environments.


Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer.


  • Ability to communicate effectively in person, virtually, and by telephone.


  • Ability to travel by commercial air and/or ground transportation to client and project locations as required.


  • Ability to navigate office, training, laboratory-adjacent, and other client or Government facility environments while performing onsite project activities.


  • Ability to stand and walk for extended periods during meetings, assessments, training sessions, exercises, and other onsite activities.


  • Must be able to lift and carry up to 15 pounds at times, including a laptop, project materials, or other work-related equipment.
