Emergency Management, Fire & CBRN SpecialistPrimary Location: Various U.S. Army Installations (CONUS) - field-based, extensive travel requiredClearance: Active Secret (Top Secret eligibility preferred)Ability to work remotely: No - role requires on-site presence at Army installations to conduct assessmentsJob SummaryOSG is seeking an Emergency Management, Fire & CBRN Specialist to evaluate installation Emergency Management (EM), Fire & Emergency Services (F&ES), and CBRN preparedness programs for compliance with Army regulations, DoD guidance, and IMCOM policies. This role reviews Emergency Operations Plans and Emergency Action Plans; assesses Emergency Operations Center readiness; evaluates fire prevention, fire protection, and CBRN preparedness; reviews emergency notification systems and training exercises; and develops risk-based corrective action recommendations that strengthen installation resilience and emergency preparedness across Emergency Management, Fire & Emergency Services, CBRN Preparedness, Emergency Response, Exercise Evaluation, and Continuity of Operations (COOP) functional areas.
Specific Responsibilities- Evaluate installation Emergency Management (EM), Fire & Emergency Services (F&ES), and CBRN preparedness programs for compliance with Army regulations, DoD guidance, and IMCOM policies.
- Review Emergency Operations Plans (EOPs), Emergency Action Plans (EAPs), and supporting emergency response procedures.
- Assess Emergency Operations Center (EOC) organization, staffing, readiness, and operational capabilities.
- Evaluate Fire & Emergency Services programs, fire prevention activities, fire protection systems, and emergency response capabilities.
- Assess Chemical, Biological, Radiological, and Nuclear (CBRN) preparedness, response planning, training, and integration with installation emergency management activities.
- Review emergency notification systems, warning procedures, and emergency communications capabilities.
- Evaluate emergency preparedness training, drills, exercises, After Action Reviews (AARs), and implementation of corrective actions.
- Assess continuity of emergency response operations and integration with Continuity of Operations (COOP) planning.
- Evaluate coordination between Emergency Management, Fire & Emergency Services, CBRN, Mission Assurance, Physical Security, Antiterrorism, and Law Enforcement programs.
- Identify operational gaps, assess organizational risks, and develop risk-based corrective action recommendations that strengthen installation resilience and emergency preparedness.
Requirements
Required Qualifications- Education: Bachelor's degree in Criminal Justice, Homeland Security, Security Management, Engineering, Military Science, Emergency Management, or a related discipline. Additional military police, Federal law enforcement, or senior DoD experience may be substituted for education requirements where contractually permissible.
- Experience supporting Army or DoD Emergency Management (EM), Fire & Emergency Services (F&ES), and/or CBRN preparedness programs.
- Experience evaluating Emergency Operations Centers (EOCs), emergency response organizations, and emergency plans.
- Experience with emergency preparedness planning, response operations, and incident management.
- Experience supporting or evaluating Fire Prevention, Fire Protection, Fire & Emergency Services, and related programs.
- Experience developing, implementing, or evaluating Continuity of Operations (COOP) plans.
- Experience conducting inspections, assessments, and regulatory compliance evaluations.
- Experience reviewing emergency exercises, After Action Reviews (AARs), Improvement Plans (IPs), and corrective actions.
- Experience preparing executive reports, briefing senior leaders, and developing corrective action recommendations.
- Experience coordinating Emergency Management activities with Mission Assurance, Physical Security, Antiterrorism, and Law Enforcement programs.
- Required Certifications: Active Secret Security Clearance; DoD Cyber Awareness Training; OPSEC Level I; Antiterrorism Level I Awareness; FEMA ICS 100, ICS 200, ICS 700, and ICS 800.
- Clearance Level Required: Active Secret (Top Secret eligibility preferred)
- Preferred Qualifications
- Preferred Certifications: FEMA Professional Development Series (PDS); FEMA Advanced Professional Series (APS); Certified Emergency Manager (CEM); Associate Emergency Manager (AEM); National Fire Academy (NFA) coursework or Fire Officer certification; HAZMAT Awareness or Operations certification; Lean Six Sigma Green Belt; Top Secret clearance or eligibility.
Physical Requirements and Work Environment- Work is performed in both office and field environments, including on-site assessments at Army installations. Must be able to walk, stand, and stoop for extended periods while touring facilities and grounds, and occasionally lift up to 25 lbs. Ability to work outdoors in varying weather conditions during site assessments.
Travel- Extensive travel required (up to 75%) to conduct emergency management, fire, and CBRN assessments at Army installations across CONUS.
