General Statement
The Eligibility Supervisor, under general supervision, plans, organizes and directs the activities of a unit(s) within economic services or community support and outreach division; provides leadership and training to the staff within the program(s); manages personnel actions relative to the unit; evaluates unit performance; sets and enforces objectives for quality and quantity of work produced; and maintains a cooperative working relationship with other agency programs and with community agencies and resources.

Essential Functions
Provides leadership, direction, planning, monitoring and evaluation of work activities in order to manage the work of the unit.

Plans short and some long-range work operations, priorities, and goals within the unit and/or sub-units supervised.

Assigns and balances workloads within the unit and/or sub-units and coordinate overall workflow.

Serves as a liaison between the agency staff and state program staff or program task force at the state level.

Disseminates policy and other pertinent information to ensure that the staff maintains a working level of knowledge and skill; and prepares and implements unit operating procedures to ensure an effective workflow.

Serves as policy consultant for various programs within the Economic Services and/or Community Support and Outreach Division.

Works with state program representatives on audits as well as issues that arise in regards to policy questions and system issues.

Assists Intake workers and ongoing workers with taking and processing applications and case re-certifications as needed.

Ensures staff adheres to Federal and State standards with regards to the quality of work and the timeliness or work required in processing income maintenance applications and case re-certifications.

Works directly with other agencies on investigation and/or prosecution of fraudulent activities.

Establishes unit goals and objectives for the purpose of program planning and revision.

Collects, evaluates and analyzes data relative to unit operations and programs, and prepares special reports as requested in order to respond to management priorities and planning needs; and identifies inconsistencies among the various economic services programs for management scrutiny.

Teaches skills in caseload management, organization and interviewing techniques to ensure that benefits are provided in an accurate and timely manner.

Serves as the agency Local Hearing Officer which involves scheduling and conducting hearings in a fair and unbiased manner, researching policy, collecting and viewing evidence presented, writing the notice of decision, and keeping a log of each hearing and decision.

Participates in the staff selection process to secure the most qualified staff replacements; and evaluates staff performance and manages personnel actions for merit increases, promotion, disciplinary action, demotion or dismissal.

Counsels staff regarding performance and grievance policies and may have the authority to issue oral and/or written warnings.

Makes recommendations on dismissals to a higher level supervisor.

Investigates and evaluates client complaints regarding eligibility staff.

Provides on-the-job training and arranges for employees to attend workshops and other job related training.

Assists with training of Eligibility Specialists to insure they are up to date on policy.

Participates in task forces, committees and professional groups in order to improve agency operation; and cooperates with community agencies in order to improve program effectiveness.

Responds to community inquiries in order to educate the public in the services which the agency provides; and responds to concerns and complaints from citizens or officials in order to clarify policy and procedure.

Assists with developing budget proposals/grants to include: analysis of data, cost analysis, presentation development and information gathering.

Develops and maintains cooperative and courteous relationships with division employees, staffers and managers in other divisions, representatives from organizations, and the general public so as to maintain good will toward the division and project a good division image.

Performs other related duties as assigned.

Education and Experience:

Bachelor's Degree from an accredited university in Human Services Technology, Social Services, Business Administration, or a closely related curriculum, and three (3) years of related experience; or equivalent combination of education and experience.

Special Requirements:

NC FAST or other eligibility determination system experience.
Basic Excel knowledge.
PREFERRED QUALIFICATIONS

Education and Experience:

Bachelor's Degree from an accredited university in Human Services Technology, Social Services, Business Administration, or a closely related curriculum, three (3) years of related experience and one (1) year of supervisor experience.
Special Requirements:

PHYSICAL DEMANDS

Must be physically able to operate a variety of machinery and equipment including computers, typewriters, copiers, facsimile machines, calculators, printers, telephone, etc. Must be physically able to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting, but may involve walking or standing for periods of time.
