Job Title: Electronics Manager

Location: Hampton, VA

Employment Type: Full-Time (W2)

GovFirst is seeking an experienced and results-driven Electronics Manager to lead the planning, design, installation, maintenance, and lifecycle management of Intelligent Transportation Systems (ITS) supporting primary and secondary roadways in the Hampton Roads region. This leadership position oversees multidisciplinary technical teams responsible for electrical, electronic, communications, and network infrastructure while ensuring projects are delivered safely, efficiently, and in compliance with industry standards.

Responsibilities:
  • Provide leadership, direction, and technical oversight for all Intelligent Transportation Systems (ITS) projects and maintenance activities.
  • Manage the planning, design, installation, testing, commissioning, and maintenance of ITS electrical and electronic infrastructure.
  • Supervise multidisciplinary technical teams responsible for electrical, communications, networking, and traffic systems.
  • Coordinate multiple concurrent projects while maintaining schedules, budgets, and quality standards.
  • Ensure projects are executed using established systems engineering principles and the Systems Engineering V-Model.
  • Oversee the design, installation, maintenance, and troubleshooting of ITS equipment, communications systems, and network infrastructure.
  • Support electrical system design, communications design, computer network design, and SCADA (Supervisory Control and Data Acquisition) systems.
  • Review engineering plans, specifications, technical documentation, and project deliverables.
  • Provide technical guidance during system upgrades, expansions, and modernization efforts.
  • Ensure compliance with applicable engineering standards, safety regulations, and client requirements.
  • Supervise, mentor, and evaluate experienced technical personnel responsible for construction, maintenance, and repair of ITS equipment.
  • Coordinate staffing assignments, training, workload distribution, and performance management.
  • Foster collaboration between engineers, technicians, contractors, and client representatives.
  • Support personnel with varying technical backgrounds and experience levels while promoting continuous professional development.
  • Serve as the primary technical liaison between senior engineers, project management, technical staff, contractors, and client representatives.
  • Prepare and deliver technical presentations, reports, project updates, and engineering documentation.
  • Communicate project status, technical issues, risks, and recommendations to stakeholders.
  • Support operational improvements and recommend innovative transportation technologies.
  • Ensure proper documentation of system configurations, maintenance activities, and project records.
  • Monitor project performance and recommend process improvements.
  • Perform additional duties as assigned by supervisors or project management.


Requirements

Required Qualifications:
  • Minimum of ten (10) years of progressively responsible experience in Intelligent Transportation Systems (ITS), electrical engineering, communications systems, or related infrastructure projects.
    Minimum of five (5) years of experience managing technical personnel responsible for construction, maintenance, and repair of electrical, electronic, or communications systems.
  • Strong knowledge of electrical system design, communications design, computer network design, and SCADA systems.
    Experience managing electrical troubleshooting, communications installations, and transportation technology projects.
    Demonstrated ability to manage multiple technical projects simultaneously while maintaining quality, schedule, and budget objectives.
  • Strong leadership, organizational, and decision-making skills.
  • Excellent written and verbal communication skills with the ability to present technical information to both technical and non-technical audiences.
  • Experience supporting multidisciplinary engineering and technical teams.
  • Proficiency with Microsoft Office Suite.
  • Experience with MicroStation design software.
  • Knowledge of traffic signal timing optimization software such as Synchro, CORSIM, or similar transportation modeling applications.


Required Education & Credentials:

  • Bachelor's Degree in Electrical Engineering, Electrical Engineering Technology, Construction Management, or a closely related technical field required.

Required Work Authorization:

  • Must be a U.S. Citizen.

Required Licenses:

  • Valid driver's license required.
  • Successful completion of a fingerprint-based Criminal History Records Check (CHRC).
  • Pre-employment drug screening required.
