Summary

This position is located in the Technical Rules Branch, Policy and Rules Division, Office of Engineering and Technology (OET), Federal Communications Commission (FCC) located in Washington, DC.

Relocation expenses will not be paid.

Duties

Help

  • Serves as a consultant and advisor to the Branch Chief and higher management on the development of technical requirements covering diverse state-of-the-art communications equipment and techniques.
  • Develops policy recommendations on unique and challenging allocation matters relating to the shared use of governmental and non-governmental spectrum bands.
  • Drafts memoranda, correspondence, speeches, and Commission decision documents as required.
  • Works with senior engineers on projects and negotiations on resolutions to complex engineering and policy matters with engineering staff of other Bureaus/Offices, and as appropriate other Federal agencies.

PART A. REQUIRED OPM EDUCATION

PART B. ADDITIONAL QUALIFICATION CRITERIA

GS-12

In addition to meeting the educational qualification requirements, candidates must have one year of specialized experience which is equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as follows:

1. Experience performing electronics engineering studies and analyses involving RF devices, telecommunications systems, spectrum utilization, electromagnetic compatibility, interference potential, equipment authorization, and/or technical standards.

2. Experience analyzing the technical characteristics of existing and proposed RF devices and communications technologies.

3. Experience participating in Commission rule-making proceedings involving RF devices, spectrum use, and/or technical standards.

4. Experience evaluating new and emerging RF technologies.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
