Position Description & Qualifications

Serco is seeking a highly experienced Electromagnetic Warfare (EW) / Joint Electromagnetic Spectrum Operations (JEMSO) Subject Matter Expert (SME) to help in the development of exercises that support the Joint Staff J-7 Deputy Directorate for Joint Training and Exercises (DDJTE) in Suffolk, Virginia. In this role, you will serve as the lead EW/JEMSO subject matter expert responsible for planning, integrating, and executing realistic electromagnetic spectrum operations in support of Joint Staff and Combatant Command exercises. Working with Joint planners, Intelligence Community partners, Modeling and Simulation (M&S) teams, and Operational Environment (OE) planners, you will replicate friendly and adversary electromagnetic activities while leveraging Government-provided Artificial Intelligence (AI), advanced analytics, and emerging technologies to enhance exercise realism, operational decision-making, and Joint Force readiness.

This position is contignent upon the ability to maintain/transfer an active U.S. Department of Defense (DoD) Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI).

In this role, you will:
  • Serve as the Joint Electromagnetic Warfare (EW) and Joint Electromagnetic Spectrum Operations (JEMSO) Subject Matter Expert (SME) for assigned Joint Staff and Combatant Command exercises.
  • Participate in select Joint Exercise Life Cycle (JELC) planning conferences, workshops, rehearsals, and exercise execution events.
  • Develop and integrate friendly, adversary, coalition, and neutral electromagnetic spectrum activities into operational scenarios.
  • Design realistic Electromagnetic Spectrum Operations (EMSO) effects that support operational and strategic training objectives.
  • Coordinate with Operational Environment (OE), Intelligence, Cyber, Space, Information Environment, and Modeling and Simulation planners to ensure integrated multi-domain exercise design.
  • Verify, maintain, and update Electronic Intelligence (ELINT) parametric data, emitter characteristics, and electronic attack system databases used within Joint modeling and simulation environments.
  • Produce and synchronize EW/JEMSO products, scripting, injects, and operational effects supporting exercise execution.
  • Develop realistic Order of Battle (OOB) data across air, land, maritime, cyber, space, and electromagnetic spectrum domains.
  • Conduct research and analysis of emerging adversary capabilities, tactics, techniques, and procedures to improve operational realism.
  • Support intelligence Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) activities and provide indications and warning analysis during Joint exercises.
  • Leverage Government-provided Artificial Intelligence (AI), machine learning, advanced analytics, and emerging technologies to improve exercise planning, operational analysis, scenario development, and after-action assessments.


To be successful in this role, you will have:
  • Active U.S. Department of Defense (DoD) Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility.
    • A U.S. Citizenship.
  • A current or be able to obtain a valid U.S. Passport.
  • A Bachelor's degree or higher from an accredited institution with a 8 years of operational experience; or specialized technical training and certifications directly related to the requirement equivalent military and operational experience.
  • Thorough understanding of Joint Electromagnetic Spectrum Operations (JEMSO), Electromagnetic Warfare (EW), and the Operational Environment (OE).
  • Experience integrating Electromagnetic Spectrum Operations into exercises.
  • Excellent written and verbal communication skills.
  • Ability to brief senior military and government leadership.
  • To be willing and able to travel (up to 25% of the time).


Additional desired experience and skills:
  • Joint Forces Staff College / JPME II graduate.
  • Joint Staff or Combatant Command exercise planning experience.
  • Graduate degree in military operations, engineering, intelligence, cybersecurity, or a related discipline.
  • Experience supporting Tier I Joint exercises.
  • Experience with Electronic Intelligence (ELINT) databases and emitter modeling.
  • Knowledge of Joint All-Domain Command and Control (CJADC2) concepts.
  • Demonstrated experience supporting Joint Staff, Combatant Commands, Service Components, or other Department of Defense headquarters.
  • Experience using Artificial Intelligence (AI), machine learning, Power BI, Microsoft Power Platform, or advanced analytics tools to support operational planning and decision-making.
