Electrical Engineer

Position Overview:

The Electrical Engineer performs comprehensive planning and design for substantial, multi-phase new construction, renovation, and improvement projects for real property facilities and complex utility systems, including multi-story buildings and USSF facilities, preparing design calculations, cost estimates, schedules, technical drawings, specifications, and SOWs that often require significant departures from standard engineering practices. This role manages and maintains surveillance over construction projects funded by sources such as MILCON and O&M, ensuring contractor compliance with specifications, schedules, codes, and safety requirements across multiple contract vehicles (A&E, MACC, IDIQ), while conducting pre-construction site surveys, reviewing change orders, and providing expert technical review during source selections. The Electrical Engineer plans, programs, budgets, and executes engineering projects using Government-approved cost-estimating tools and AFCAMP processes, validates requirements through Sustainment Management Systems (SMS), serves as primary technical consultant and project coordinator liaising with engineers, architects, planners, contracting officers, and external construction agents such as USACE and NAVFAC, and collects and analyzes technical data using CAD, GIS, and modeling software to ensure data-driven project development, all while complying with applicable health, safety, and environmental codes throughout project delivery. Candidates must hold a bachelor's degree in electrical engineering from an ABET-accredited program with at least 5 years of relevant experience, possess professional knowledge of electrical engineering principles alongside familiarity with architectural, mechanical, and structural disciplines, and demonstrate proficiency in program planning, budgeting, design documentation, and site survey analysis.

Job Responsibilities:

• Performs comprehensive planning and design work for substantial, multi-phase new construction, renovations, and improvement projects for real property facilities and complex utility systems. This involves preparing, developing, or reviewing detailed design calculations, cost estimates, project schedules, technical drawings, and specifications for a wide variety of structures such as, multi-story buildings, and USSF often requiring significant departures from standard engineering practices. Develop and review design calculations, cost estimates, technical drawings, specifications, and Statements of Work (SOWs).
• Manages and maintains surveillance over new construction, renovation, and improvement projects, ensuring construction contractor compliance with all contracted specifications, schedules, codes, and safety requirements. This duty includes, but not limited to, overseeing a wide variety of projects funded by sources like MILCON and O&M, utilizing multiple contract vehicles (e.g., A&E, MACC, IDIQ), conducting pre-construction site surveys, reviewing and approving change orders, and providing expert technical review during contract source selections. Inspect construction, review change orders, and provide technical guidance to resolve on-site issues.
• Plans, programs, budgets, and executes a wide range of engineering projects by assessing their validity, feasibility, and economic/environmental impacts. This involves using cost-estimating tools to produce government estimates, competing for funding in Air Force corporate processes (like AFCAMP), validating requirements using Sustainment Management Systems (SMS), ensuring compliance with Fiscal Law, and guiding projects to completion within cost and schedule. Support facilities operations and maintenance (O&M) by developing long-range infrastructure priorities and conducting facility assessments.
• Serves as a primary technical consultant and project coordinator, liaising with other engineers, architects, planners, contracting officers, tenant organizations, and external construction agents (e.g., Army Corps of Engineers, NAVFAC). The role requires applying knowledge of multiple disciplines to integrate all technical, functional, and spatial requirements, leading design charettes, and advising commanders and senior leaders on project status and technical issues.
• Collects, evaluates, and analyzes technical data affecting facilities and infrastructure by using advanced computer software such as CAD, GIS, and various modeling programs. This includes conducting field surveys, interpreting data to formulate corrective actions, performing quantitative analysis, and applying results to project development and design to ensure data-driven decision-making.
• Actively complies with all health, safety, and environmental rules and procedures, ensuring that federal, state, and local codes are strictly interpreted and applied throughout the programming, design, and construction phases of all real property facility projects to enhance the safety of the work environment.

Required Qualifications:

• Must have a bachelor's degree in electrical engineering from an ABET-accredited program and at least 5 years of relevant electrical engineering experience.
• Professional knowledge of electrical engineering concepts, principles, and practices, with strong familiarity with architectural, mechanical, and structural disciplines to ensure proper design and construction integration.
• Comprehensive knowledge of applicable engineering and construction standards, contracting regulations, health and safety requirements, and environmental laws to ensure full compliance on all projects.
• Proficiency in automated data processing, program planning, and budgeting cycles, including use of financial control systems to effectively manage project resources and timelines.
• A high degree of skill in aesthetic and functional design techniques, drafting, and preparing complete project documentation, including preliminary sketches and final construction drawings.
• The ability to plan, conduct, and record detailed site and facility surveys and inspections, and to analyze and apply the results to recommend timely and economical engineering solutions.
