OVERVIEW
Assignment
This contract Electrical Engineer 2 assignment will support both the Facilities Engineering (TENF) group and the Telecommunications (TENP) group in the Transmission Services (T) business line at *** (BPA). This engineer will conduct system analysis, design, review, and check electrical designs done by internal engineers or external Architecture & Engineering (AE) design firms for electrical systems at BPA substations and telecommunications sites. The assignment will coordinate and facilitate all building electrical; lighting, circuits, panels, wiring, HVAC, fire alarm systems, security systems, communication systems, emergency power systems, engine generators and electrical gates.
Organization
The Facilities Engineering (TENF) design organization is responsible for the engineering and design of BPA electric and non-electric building facilities including substations, telecommunication facilities, engine generator buildings, control centers, and other miscellaneous support buildings. The design teams are responsible for the review and submittal of design packages to support building facility projects, assisting Contracting Officer's Representative (COR) and BPA Subject Matter Experts in the development of Statements of Work (SOWs), and documentation for the procurement of design and construction. The design team participates in the scoping, design, AE design review, and construction review of projects along with supporting the modifications to agency standards, processes, and procedures.
ASSIGNMENT RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Serve as point of contact and subject matter resource and provide electrical engineering expertise and support for BPA's buildings and building systems.
BPA building facilities include substation control houses, telecommunication buildings, and other Transmission system supporting facilities, such as Operation and Maintenance (O&M) buildings, etc.
Work includes site assessments, scoping (planning), design, and design submittal review. In addition, assist organizational Contracting Officer's Representative (COR) with Requests for Information (RFIs), construction field inspection (review commissioning, startup, redlines) and project closeout.
Provide electrical engineering and design support for building and building electrical system(s).
Building electrical system(s) includes industrial type electrical power distribution systems ranging from low voltage 50V - 240V.
Distribution system typically comprised of distribution transformers, panelboards, lighting systems, underground and overhead conduit and cabling systems.
Review, and check electrical design drawings, and specifications developed by outside Architect Engineering (AE) design contractors for new and existing building facilities' electrical systems.
Provide electrical engineering expertise to design and review AE submittals for building alarm systems, engine generators, HVAC systems, and gas detectors etc.
Provide technical reviews and consultation of building electrical systems for building projects with the intent of meeting industry codes and standards along with BPA's internal standards.
Conduct station service load flow, arc flash studies, and short circuit analyses for 50V - 480V distribution systems.
Identify and analyze problems associated with low voltage electrical systems.
Apply industry codes for electrical systems and equipment used in BPA building facilities.
Provide technical input and recommendations for electrical engineering requirements and technical design parameters in the development of building facility equipment (HVAC, Lighting, EGs, fans, sensors, monitoring, outlets, circuits, etc.). Verify requirements, design parameters, and specifications meet all functional, operational, maintenance, reliability, and safety requirements, including National Electric Code (NEC) and National Electric Safety Code (NESC) requirements.
May visit existing BPA sites to verify existing low voltage electrical conditions.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Bachelor's degree in engineering (from an ABET accredited school) is required.
5 years of work-related experience and knowledge of electrical engineering concepts, principles, and practices.
Required Technical Skills & Experience (required on matrix)
5 years of experience with design and engineering of low and medium voltage systems in compliance with various codes.
5 years of experience with power systems, power distribution, and utilization. This includes knowledge and design experience of transformers, panelboards, standby engine-generators, motors, lighting system, Fire Alarm system, cabling, and grounding etc.
Knowledge of professional engineering theory and techniques sufficient to provide technical leadership in the design of electrical systems.
Understanding of Electrical Safety Standards, safety regulations, and code requirements (NESC).
Familiarity with the National Electrical Code (NEC), which is crucial for ensuring compliance with electrical safety standards.
Familiarity of the different industry standards related to electrical design and installation such as the National Fire protection Association (NFPA), the Institute of Electrical and Electronics Engineers (IEEE), ANSI and others.
Preferred Skills & Experience (optional on matrix)
Ability to communicate effectively both orally and in writing, to develop and deliver briefings, statuses, reports, statements of work, and miscellaneous correspondence.
Familiarity with electrical system short circuit, and arc flash studies.

Valid U.S. Driver's License is required.
First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification.
Energized Facility Permit is required within one year of assignment start. Type: Substation Entry Permit (SEP)

Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating. Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.
Electrical and Arc-Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility.
User Type:
Rare: Intended for workers who will work less than 5 days per month in substations or around energized electrical equipment.
Additional PPE required by State or Federal OSHA for the work being performed. Refer to Ad-hoc PPE Requirement Appendices.
Hazards & Risks
Assignment requires frequent walking on uneven terrain.

Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.
