Job Title: Electrical Construction Manager / Inspector

Location: Sacramento, CA

Pay Range: $150,000 - $170,000/ year plus benefits

Project Duration: 440 days

Anticipated Start Date: August 2026

Project Details (Size, SOW, Site Background, etc.):

APSI is seeking an experienced Electrical Construction Manager to serve as the Owner's Representative for an approximately $10 million public works project involving a major electrical infrastructure upgrade at a state government headquarters facility in Sacramento, CA. The role includes providing construction administration, field oversight, schedule review, document control, quality verification, outage coordination, and project closeout management.

The project includes interior electrical upgrades within portions of an existing occupied building. The work includes disconnecting and replacing switchgear, switchboards, distribution panelboards, transformers, panelboards, disconnect switches, busway, selective feeders, the busway from the utility provider vault to the main electrical room, and the UPS system.

Monitor and verify the contractor's coordination of temporary power prior to service disconnections to maintain continuity of critical building systems, including security systems, server room loads, server room HVAC, UPS loads, freight elevator service, domestic water pumps, fire alarm and fire suppression systems, exit signs, and egress lighting and ensure compliance with the approved sequencing plan and contract documents.

Monitor and verify the contractor's circuit tracing activities, including tracing, identifying, labeling, and documenting the locations of all powered devices using the engineer-provided Revit model. Ensure as-built documentation, including Revit and AutoCAD files, is completed and submitted as part of project closeout. Circuit tracing activities may occur during non-work hours.

Work Schedule

This position requires a minimum commitment of 40 hours per week, including regular on-site field presence. The candidate must also be available for occasional after-hours work, weekend work, shutdown windows, non-work-hour circuit tracing, and critical tie-ins as required by the project schedule.

Daily Responsibilities:
  • Represent the Owner in the field and coordinate daily with the Client, design professional, contractors, utilities, building operations, and tenant stakeholders.
  • Observe electrical construction activities and verify workmanship, materials, equipment, installed work, sequencing, and safety practices against the contract documents and applicable standards.
  • Coordinate electrical shutdowns, temporary power, outage notifications, and building operation impacts, with specific attention to life-safety systems, server room loads, water pumps, freight elevator service, exit signage, and egress lighting.
  • Track switchgear, switchboards, transformers, panelboards, disconnect switches, busway, feeders, UPS work, low-voltage systems, fire alarm, security, telecommunications, access control, and related electrical scopes.
  • Coordinate utility interface items, including electrical service upgrades and busway replacement, including access, sequencing, inspections, and planned outage requirements
  • Review construction documents, contractor schedules, submittals, RFIs, change requests, cost proposals, redline drawings, as-builts, O&M manuals, warranties, and closeout materials.
  • Prepare field observation reports with photos, maintain issue logs, track non-compliant work, document corrective actions, and manage punch list follow-through.
  • Analyze baseline schedules, schedule updates, sequence adjustments, and Time Impact Analyses to identify impacts to project duration and critical path.
  • Prepare and review cost estimates, take-offs, and supporting documentation for contract modifications, claims, and negotiations.
  • Attend and document project kickoff, progress, shutdown planning, rough-in, equipment delivery/startup, pre-final, substantial completion, and closeout meetings.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):
  • Seven (7) or more years of construction management, owner's representative, or construction inspection experience on public-sector, commercial, or occupied facility projects.
  • Five (5) or more years of experience inspecting or managing electrical construction projects, including power distribution systems, electrical infrastructure upgrades, and complex renovation projects.
  • Demonstrated experience with occupied-building construction, after-hours work, weekend work, tenant impacts, operational continuity, and electrical shutdown sequencing.
  • Working knowledge of switchgear, switchboards, transformers, panelboards, busway, feeders, disconnects,
  • Ability to read and interpret electrical drawings, specifications, single-line diagrams, equipment submittals, contractor schedules, RFIs, change documents, redlines, and as-built records.
  • Experience reviewing contractor work for compliance with contract requirements, applicable building codes, electrical codes, safety requirements, environmental requirements, and industry standards.
  • Strong written communication skills, including daily reports, field observation reports, meeting documentation, photo logs, issue logs, and clear recommendations to the client.
  • Proficiency with common construction management and documentation tools such as Microsoft Office, Bluebeam, SharePoint, Procore, Kahua, e-Builder, or similar systems.

Preferred Qualifications:
  • Bachelor's degree in electrical engineering, Construction Management, or a related field, or current professional licensure/certification relevant to electrical construction or construction management.
  • Seven (7) or more years of experience in electrical construction, construction management, owner's representative services, or construction inspection.
  • State of California, public works, occupied government facility, or headquarters facility experience.
  • Experience developing, reviewing, or evaluating Time Impact Analyses, recovery schedules, shutdown schedules, and sequence-driven electrical work plans.
  • Experience coordinating with electric utility providers
  • Certified Construction Manager (CCM), Professional Engineer (PE), ICC certification, or similar credential
