DescriptionOur office is responsible for conducting all elections held in Gaston County. Locally, we administer State election laws. Our principal functions include establishing election precincts and voting sites, appointing and training precinct officials, preparing and distributing ballots, voting equipment, canvassing and certifying the ballots cast in elections, and investigating any voting irregularities.
We maintain voter registration for Gaston County and provide public information on voters and elections.
Examples of Duties The duties listed below are not all that may be assigned, but are considered essential for an employee to perform.
- Performs administrative and managerial duties in connection with the election and voter registration system for Gaston County.
- Recruits and assigns precinct officials, creates a training calendar, develops training materials, provides training for precinct officials, and supervises precinct officials during the election process.
- Ensures the voter registration database is complete and accurate.Processes voter registration applications, cancellations, and absentee ballot requests. Key updates provided on federal and state forms.Processes information requests. Works in databases and spreadsheets daily.
- Investigate irregularities, non-performance of duties, and violations of laws by precinct election officials and other persons and report violations to the Director of Elections.
- Implements work activity according to priorities and estimated schedules; maintains a calendar for meetings, deadlines, and events.
- Trains and supervises up to twenty temporary office support staff and up to six hundred early voting and precinct staff. Works with the director to assist with the setup and breakdown of early voting equipment at early voting facilities.
- Determines and coordinates signage and other supplies necessary for the public to gain access to the facility. Inventories and create spreadsheets of supplies, equipment, and documents to manage early voting locations and 40 Election Day precincts. Evaluates and recommends improvements to processes and systems.
- Troubleshoot supply issues or precinct official absences during early voting, Monday night setup, and Election Day.
- Manages the preparation, logistics, and documentation for candidate filing periods 1-2 times per year; notarizes candidate filing documents; collects and audits candidate filing fees; tracks and records unexpired terms; maintains the Candidate Information area of the Gaston County website; develops and publishes candidate information guides before each election.
- Responds to community inquiries related to outreach opportunities and activities. Represents the Department at community events.
- Manages the oversight of administrative communications for the Board of Elections to facilitate accurate and timely election information to Gaston County's diverse population. This position is responsible for responding to public records requests, website content management, social media, and communications planning of all election-related events, including Early Voting, Election Day, Board Meetings, and media events. This position coordinates and works directly with the Gaston County Communications and Legal Teams to provide uniform and consistent programs.
- Supervises the research, verification, and counting of provisional ballots. Creates and prints files, ensuring correct jurisdictions.Identifies addresses to assist in the maintenance of the geocode files. Compiles, prepares, and stores all unused and marked ballots, authorization to vote forms, reconciliation paperwork, poll books, and other election records to be scheduled for destruction pursuant to the North Carolina Records Retention schedule.
- Aids with voter registration and absentee by mail tasks, audits precinct documents and vote totals after each election, researches provisional ballots, manages public lists of elected officials, maintains extensive knowledge of election procedures to provide telephone and roving support to precinct officials during early voting and on Election Day.
Minimum Qualifications - Graduation from an accredited four-year college or university with a degree in political science, public administration, business, public policy, or a related field.
- Four years of progressive professional or managerial experience in public sector programs.
- An equivalent combination of education and experience will be considered.
