Job Summary

The EIDBI Policy Supervisor provides strategic, operational, and supervisory leadership for the Early Intensive Developmental and Behavioral Intervention (EIDBI) Policy Unit within the Disability Services Division (DSD). This role oversees a highly visible Medicaid benefit subject to continuous legislative change, heightened federal (CMS) scrutiny, and complex clinical and regulatory expectations.

The supervisor leads a professional team responsible for shaping statewide EIDBI policy direction, anticipating federal and state impacts, and maintaining clear, actionable policies governing EIDBI services for children and youth with autism spectrum disorder (ASD) and related conditions. The position directs statewide EIDBI policy practice; oversees provider qualifications and informs licensure standards; ensures compliance with federal Medicaid authorities; and collaborates across DHS divisions, state agencies, and external partners to support cohesive, legally defensible, and clinically sound administration of the EIDBI benefit.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

• Experience as a supervisor, lead worker, team lead, project lead;
• Completion of a State of Minnesota leadership program (e.g. ELI, L4);
• A paid or unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
  • 1+ year of experience identifying issues, goals and strategic actions
  • 100+ hours per year time commitment

AND

3 years of professional work experience in health care, Medicaid, disability services, human services or related policy or program administration. Experience must demonstrate:

• Professional experience working with children or youth with autism spectrum disorder (ASD) or related conditions.
• Knowledge of federal and state disability services policies, regulations, and laws, including Medicaid authorities, CMS expectations, state legislation, and the interrelationships among disability service programs and long-term services and supports
• Experience applying policy development, statewide implementation, change management, and continuous improvement practices to analyze issues, develop solutions, and support effective program or service delivery
• Experience leading, supervising, training, or developing professional staff and working collaboratively with diverse internal and external stakeholders to communicate complex information, facilitate discussions, and support program objectives
• Experience working effectively with individuals from diverse backgrounds and cultures, including families, providers, and community partners

Preferred Qualifications

• Professional experience in applied behavior analysis (ABA), developmental therapies, or other clinical work supporting children or youth with ASD or related conditions
• Strong written and verbal communication skills to convey complex policy, clinical, and regulatory concepts clearly and concisely
• Skill in performance management, coaching, and workload oversight to support a high - performing professional team
• Human relations skills to navigate complex relationships, understand organizational dynamics, and influence outcomes across internal and external partners
• Experience with Medicaid program integrity, quality assurance, or regulatory compliance
• Experience translating clinical or operational issues into policy, guidance, or decision frameworks
