Economics & Planning Manager

This role is located at Chalmette Refinery in Chalmette, LA.

JOB SUMMARY 

The Economics & Planning Manager is responsible for leading and managing the Economics & Planning Department, particularly in the following areas: refinery optimization, raw materials selection, logistics, oil flow planning, capital investments, strategic planning, and complex economic process modeling. 

PRINCIPLE RESPONSIBILITIES

  • Coordinates the development and updates of the short-term and long-range oil flow plan and income for the refinery

  • Coordinates, documents, and assesses critical elements such as:

    • short term and long-term oil flow plans

    • major unit turnaround sequencing and duration

    • crude and feedstock availability and cost

    • expected product mix and profit margin levels

    • refinery expenses including secondary costs

    • margin improvement initiatives and capital improvements

    • long-term supply

    • sales, service contracts, and other current or future obligations that can be represented financially

  • Coordinates with the Operations and Technical departments to identify and alleviate unit constraints

  • Coordinates with the Headquarters Commercial, Logistics, Product Quality, and Technical resources to maximize refinery profitability while actively controlling costs

  • Trains and develops direct reports to ensure a capable and professional workforce

  • Ensures refinery administrative procedures, discipline, safety policies, management practices, and labor contracts are administered consistently and fairly

  • Participates in the development of refinery management philosophy as well as supports and implements management policies and practices

  • Collaborates with the Refinery Leadership Team to develop and control the overall facility budget for production, capital, and expense

  • Develops the department expense budget and continuously monitors these costs to anticipate and control possible variances

  • Maintains and improves the performance of department personnel which includes organizational changes to meet changing needs, hiring of new personnel, and administering a personnel performance improvement program that includes goal setting, performance evaluations, and counseling to achieve high standards of performance

  • Coordinates the refinery functions to develop the refinery expense, capital, and oil flow budget

  • Develops logistics plans for the refinery

JOB QUALIFICATIONS

  • Bachelor’s Degree in Chemical, Environmental, Mechanical Engineering or similar field of study with a strong business background required

  • 15+ years of experience within a refining or petrochemical industry

  • Line-management experience required

  • Familiarity with industry process safety and environment regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling required
