OPPORTUNITY:
Reporting to the Director, Research and Analysis, the Economics and Policy Analyst (the Analyst) performs technical research work; carries out interpretive and analytical activities; engages in, and conducts complex costing work for, physician contract and Physician Main Agreement negotiations; provides economics assessments, evaluates and develops policy options related to the delivery of and compensation of physician services; prepares and presents reports, and provides advice to the Director to identify potential areas of research, objectives, methodologies and requirements.
This position requires initiative, creativity, critical thinking, attention to detail, quantitative skills, proficiency in analytical methods, and outstanding presentation and writing skills. In this role, you will partner with a wide range of system partners, including senior staff of the Ministry of Health, health authorities and other health system partners. The ideal candidate will have a passion for conducting research that supports evidence-based policy and the diplomacy to develop and maintain strong relationships.
Responsibilities include:
- Fosters the development of partnerships between HEABC, health authorities, the Ministry of Health and other health system partners on projects related to the delivery of and compensation for medical services.
- Co-develops materials (e.g. briefing notes and presentations) for and/or participates in the meeting program for the Provincial Medical Services Executive Council and other Ministry of Health/Health Authority committees where evidence and materials are required to support local or Provincial-level discussion, policy and decision-making.
- Recommends the design of and carries out rigorous methodologies for literature reviews, environmental scans, quantitative and qualitative research.
- Manages data collection and designs databases; works with very large data sets and multiple data sources - cleans, organizes, link, and structure data.
- Develops, analyses, and interprets various statistical and economic data, research studies, wage and salary surveys, and policy options to support decision-makers with evidence-based, statistically supported, and methodologically consistent advice.
- Prepares related presentations, data visualizations, studies, and/or reports that effectively communicate the results of research and analysis, to be used by HEABC and /or MOH.
Required Experience & Knowledge:
A master's degree in economics, statistics, mathematics, business, or a health or social science discipline and at least three (3) years of related research or policy experience, preferably in the health care sector;
- Advanced proficiency in Microsoft Word, Excel and PowerPoint;
- Experience with electronic research databases and analytical software; with proficiency in one or more of the following analytical tools: SAS, R, STATA, Tableau, SQL, or related.
- Outstanding interpersonal, problem-solving, and written and verbal communication skills.
Salary Range: $90,770 to $119,135
Typical Hiring Range: $90,770 to $113,462
In determining salary, HEABC considers many factors including the successful candidate's skillset and experience as well as internal equity. The final salary offer will be at HEABC's sole discretion and presented as part of a competitive total compensation package.
