The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorado's natural resources, including oil and gas, geothermal energy, and carbon capture and storage. The ECMC's mission is to do so in a way that protects the environment, public health, safety, and welfare.

The Energy and Carbon Management Commission (ECMC) Environmental Unit improves the environmental legacy of oil and gas and carbon energy development in Colorado. This team is responsible for ensuring proper management of exploration and production (E&P) waste, cleanup of spills and releases, reclamation of oil and gas locations, and management of environmental (soil, water, air) data collected across the state. The West Slope Environmental Team inspects and oversees spill and remediation efforts, responds to environmental complaints, leads the effort for permitting of centralized E&P waste management facilities, and project manages activities related to the federal Climate Pollution Reduction Grant to ensure that the interests of the state of Colorado are protected now and for future generations.

This position advances the Environmental Unit mission through oversight and implementation of the ECMC 900-series regulations for the western half of the state. This position supervises a team of Environmental Protection Specialists that inspect and oversee spill and remediation projects, permit Centralized E&P Waste Management Facilities, manage special projects associated with grants and the ECMC Environmental Studies and Mitigation fund, and provides regulatory expertise and support to the Enforcement Unit for environmental matters.
This position is responsible for assigning work to Environmental Protection Specialist staff, including training, monitoring tasks and workload, evaluating and determining geographic work areas, establishing performance objectives and completing annual performance evaluations. This position also works in close partnership with the DJ Basin and Eastern Environmental Supervisors to evaluate the broader Environmental Unit priorities and inform Unit-wide strategy and policy decisions.

Specific job duties include but are not limited to:

• Supervises the Western Environmental work unit which includes assigning tasks, monitoring work progress and work flow, checking written reports and correspondence for accuracy and content, scheduling work, and establishing work tracking standards that are used consistently by the Western Environmental team to ensure environmental activities occur in accordance with the 900-series rules.
• Develops detailed work plans, procures necessary services and commodities, implements or manages the implementation of the work plan, including tracking costs, approving invoices, and ensuring that projects proceed in compliance with state procurement rules.
• Proposes and oversees environmental studies or projects approved by the Environmental Manager that may, for example: establish, track, and document changes to baseline conditions of groundwater, surface water, soil, methane gas seep, and vegetation on Colorado's west slope.
• Evaluates spill reports and remedial action plans provided by operators for the remediation of impacted groundwater, surface water, and soil.
• Conducts the technical review of, determines conditions of approval on a site-specific basis for, and approves applications for permits for E&P waste management facilities and activities.
• Assists in preparation for hearings by reviewing or developing presentations, and testifying as an expert in support of staff.
• Responsible for supporting staff in review of initial and supplemental spill and site investigation and remediation reports to determine appropriate conditions of approval, necessary emergency response action, or evaluation of data to make site closure decisions.

Experience Only:
Nine (9) years of relevant experience in an occupation related to the work assigned to this position.

OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years.
(Relevant degrees would include but are not limited to: Geology, Hydrogeology, Soil Science, Chemistry, Environmental Science, Biology, or related field.
Relevant experience would include but is not limited to: environmental and/or reclamation experience, experience in oil and gas operations, experience interpreting environmental regulations, etc.)

• Professional experience scoping, tracking, and overseeing a budget.
• Experience supervising and leading teams.
• Experience managing multiple projects with differing deadlines in order to meet agency needs.
• Experience interpreting and/or enforcing legal requirements.

The current work arrangement for this position is as follows:

• Hybrid: This position will work from a home office with a significant portion of their time traveling to field locations. This position is expected to either reside on the west slope or be able to travel on an as-needed basis up to 25% of the time to the west slope to meet with Staff, Operators, and other stakeholders, and to attend meetings, workshops, and conferences.

• Travel in and around the western slope roughly 25% of the time.
