Description
The Infrastructure Practice Group is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. As part of the Infrastructure Practice Group, the Energy Global Practice (GP) focuses on providing affordable, reliable and sustainable energy to meet the needs of fast-growing economies, ensure universal access to modern energy services for people in client countries, strengthen policy and institutional frameworks to promote transparent and equitable growth of the extractives sectors for public benefit. There is a strong emphasis on private sector resource mobilization and catalyzing financing from commercial and other sources of development and climate finance.
The Latin America and Caribbean (LAC) Regional Energy Unit (ILCE1) operates in the context of the overall Bank mission while focusing on some of the key challenges for the region, which include improving energy security (through both supply and demand side interventions) and efficiency of sectoral enterprises, increasing financing for investments, supporting reforms in the power and gas sectors as well as the shift towards utilities of the future, and increasing resiliency to climate change. Energy services development is an increasingly critical element in the Region's strategy for promoting green and inclusive growth and reducing poverty.
The unit seeks an Extended Term Consultant (ETC) who will be responsible for supporting project management, technical and analytical tasks to the lending and advisory portfolio in the LAC region, with a specific focus on Ecuador and Peru, as well as one other country (e.g. Chile or Bolivia). The Bank support to the energy sector in the region is integrated in a coordinated effort led by the Governments and partners in overall sectoral reform as well as a variety of sub-sectors, including electricity legal, regulatory, market, utilities and institutional framework; natural gas development, power system strengthening for the transmission and distribution sector, and market reforms; energy access expansion, and social and climate resiliency, with the common objective of contributing significantly to the countries' economic growth and job creation through a transparent, viable and sustainable energy sector development. The term duration for the position is 12 months, extendable by another 12 months.
As a member of the team, you will report to the Practice Manager of ILCE1 and work alongside a group of professionals based in Washington DC and throughout the region, performing the following duties:
• Operational tasks. Contribute in operational tasks linked to the energy program in Ecuador and Peru and other energy programs in the LAC region. Working closely with relevant task team leaders (TTLs) and liaising with the relevant Bank's Country Management Units (CMUs), such tasks may include energy legal and regulatory reviews to inform dialogue with clients and inform the preparation of development policy loans, planning and participating in preparation and supervision missions; drafting sections of project documents; providing legal, regulatory, and technical advice and inputs into project designs and institutional arrangements and drafting key sections of project documents on legal and regulatory prior actions and triggers; review of consultant reports and project implementation plans; coordinating mission Aide Memoires; drafting of Implementation Supervision Reports (ISRs); tracking overall project progress, identifying issues requiring attention and proposing options to resolve them; organizing and participating in key project workshops, trainings and other events; procurement of consultants for operational needs; preparing case studies, briefs, and notes including on review of energy laws and regulations, presentations on country programs, internal strategy papers.
• Engagement and Technical Coordination with Key Stakeholders. Liaising with key internal and external partners and clients, and ensure follow-up on inquiries from clients, donors, NGOs, etc. on Bank energy activities. Expected to represent the Bank's energy team in engagements with government authorities.
• Analytical Work. Working closely with relevant task team leaders and management, provide specific inputs to advisory and analytical work in Ecuador and Peru and other energy programs in LAC. Such work may include legal review and analysis of legal, policy and regulatory frameworks, and analysis of general electricity, renewable energy, transmission, and natural gas legislation and proposed legal and regulatory amendments, and preparation of briefing notes and inputs for project concept notes and project appraisal documents that include energy sector legal and regulatory reforms. Also review of plans, policies, and data related to natural gas, renewable energy, transmission, and distribution expansion planning and investment needs. Participation in energy policy dialogue with clients on renewable energy and natural gas generation, and transmission and distribution strengthening electricity sector legal and regulatory reforms and institutional strengthening, energy subsidy reform, and social and climate resiliency.
• Liaison with Government. Represent the energy team at project meetings and workshops, follow-up on key government actions (e.g. procurement, reporting), advise on select aspects of the Bank's dialogue, engage in negotiations, proactive identification and resolution of Bank/client issues, monitor changes in government that may affect the energy programs, etc.
• Other. Carry out other ad hoc tasks, as requested by the TTLs and the Practice Manager for LAC, which may include preparation of briefings, including on energy sector legal and regulatory matters, organization of workshops and seminars, development of portfolio summaries, organization of key knowledge exchange events, coordination of publication of unit reports, etc., and providing operational and analytical support to energy projects and programs in other LAC countries depending on the business needs. Preparation of funding proposals and support mobilization of technical assistance resources, and associated monitoring and reporting.
Selection Criteria
• Master's degree in law, or equivalent areas relevant for energy/extractives sector development.
• At least 5 years of combined experience in power and gas sector companies and international financial institutions with demonstrated track record of successful engagement in preparation and implementation of projects and analytical work.
• Solid understanding of energy technologies, laws and regulations, policies and plans, and institutional development needed to support development and for the success of project and analytic work.
• Experience in conducting legal and regulatory reviews applied to energy sector projects, particularly on natural gas, and electricity transmission and distribution.
• Experience working on a variety of energy topics and reviewing analytical work including related related to natural gas, electricity transmission and distribution, energy efficiency, energy subsidy and tariff reform, and energy sector policy, and electricity market legal and regulatory matters.
• Proven experience providing legal and regulatory guidance to public and private sector clients in the energy sector. Experience providing such advice for projects and programs financed by Multilateral Development Banks is desirable.
• Ability to work under tight deadlines, manage multi-task requirements and a high degree of pro-activity and initiative.
• A track record of ability to produce high-quality project and technical assistance related written products. Strong research and analytical skills with demonstrated ability to deliver solid analytical work.
• Computer skills, such as Word, Excel spreadsheets, PowerPoint, web-based research, Microsoft Outlook, etc.
• Excellent interpersonal and communications skills and proven track record of effective communication with clients and with world bank task team, including demonstrated ability to build strong partnerships with clients and colleagues across units and departmental boundaries in a multi-cultural environment with virtual teams located in different countries.
• Familiarity with World Bank project cycle, as well as policies and procedures would be desirable. Experience in development of World Bank projects is a plus.
• Willingness to travel as the position may require.
• Proven ability to work in a team and intercultural environment.
• Ability to lead elaboration and implementation of operational and analytical activities, with capacity to engage in effective collaborations
• Proficiency in spoken and written Spanish and English.
Technical competencies:
• Knowledge and Experience in Development Arena - Translate technical knowledge into practical applications and contributions to country and sector strategies.
• Integrative Skills - Understand relevant cross-sectoral areas how they are interrelated; able to undertake cross-sectoral work in lending and non-lending operations.
• Energy Sector Technologies - Experience applying knowledge (e.g., natural gas generation and transport, electricity transmission and distribution, renewable energy generation; energy efficiency and other innovative technologies to support project preparation and implementation and legal and regulatory and policy-related advice.
• Energy Law, Regulations, and Policy, Strategy and Institutions - Understanding of energy sector laws, regulations, and policies, strategies, and institutions.
• Proactivity and problem solving - Engage with the client on regular basis to identify and help resolve issues on lending and at the policy level under the guidance from experienced specialists.
